Qualifications Required for Bidders 1. Bidders must be enterprise entities registered in China with independent legal person status, and capable of assuming civil responsibilities independently ； It has the status of a general taxpayer. A valid business license, (if the three certificates are not combined into one, a tax registration certificate and an organization code certificate must also be provided), a bank account opening permit, and a certificate indicating the company’s credit rating (issued by a bank or a third party) – colored scanned copies or photocopies with the official seal attached are required. 2. The bidder must have sound financial conditions; for manufacturing enterprises, the registered capital must be no less than 20 million yuan. Agents bidding on behalf of other companies must provide a letter of authorization issued by the manufacturing unit, with their own registered capital being no less than 5 million yuan. They must also submit complete annual balance sheets and income statements for any one of the past three years. In addition, they must have good bank credit and commercial reputation, must not be under suspension or in bankruptcy, and their assets must not be restructured, taken over, or frozen ； 3. Qualification and performance requirements: Successful application records of similar systems over the past decade; provide a performance report along with scanned copies of representative contracts (the performance report should include the specifications used, quantities, years, operation or usage status, as well as the user’s name, full address, contact person, and contact number) ； 4. Other qualification requirements specified in the tender documents; in the event of any discrepancy between the qualification requirements stated in this announcement and those described in the tender documents, the latter shall prevail. 5. The ability to perform the contract, including the required professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management skills, experience, reputation, and appropriate personnel ； 6. Not under a suspension order, with its bidding qualifications revoked, or with its assets seized, frozen, or in a state of bankruptcy ； 7.
