Full efforts will be made to encourage enterprises to carry out benchmarking and transformation efforts aimed at achieving \"two lines and two levels,\" in order to promote the high-end, diversified, and low-carbon development of the coking and coal chemical industries. Promote the transformation of the coking industry toward larger-scale operations and smaller facilities, actively advance the replacement of coking capacity, support the expansion of the deep-processing value chain related to coking products toward higher-end applications, encourage enterprises to move downstream in this value chain, such as in the production of hydrogen from coke oven gas, and strive to raise the overall level of development of this industry. Tiered incentives will be provided based on the growth rate of output value for enterprises on the \"allowlist\" from June to December 2022, to encourage them to maximize production and accelerate the achievement of full capacity and efficiency. As a major coal-producing province, Shanxi has the foundation, advantages, and prospects to develop the coal chemical industry. Zhang Xiang, spokesperson, deputy director of the Shanxi Provincial Development and Reform Commission, and director of the Provincial Tai-Xin Economic Integration Development Promotion Center, explained that Shanxi Province has formulated the \"Regulations on Promoting the Clean and Efficient Utilization of Coal in Shanxi Province\" to advance such utilization. The \"Guiding Principles for the Green and Low-Carbon Development of the Coal Chemical Industry in Shanxi Province\" were formulated with the aim of accelerating the establishment of **green coking industry bases, promoting the advancement of the coking-related processing industry chain toward higher-value products, and supporting the deep processing of coke oven gas, coal tar, and crude benzene to produce high-purity hydrogen, fine chemicals, high-end carbon materials, high-end polyester materials, and new nylon products. Zhang Xiang emphasized that Shanxi will intensify efforts to increase reserves and production of unconventional natural gas, promote the comprehensive development of these three types of gas, boost development in areas such as Qinsui (Panzhuang, Zhengzhuang), Linxian-Xingxian, and Daning-Jixian, ensure steady increases in production in coalbed methane development areas, accelerate production growth in tight gas development areas, and meet the annual targets for increasing unconventional natural gas production. Cai Jiangze, deputy director of the Shanxi Provincial Finance Department and spokesperson, stated that financial resources should be directed more and faster to key areas, key industries, and major projects. It supports the transformation and upgrading of traditional industries as well as the development of emerging industries; special funds for technological upgrades are allocated to foster key industrial chains, providing support in 7 areas including the development of leading enterprises in 10 key industrial chains and the attraction of enterprises within these chains.
