From June 19 to June 23, the observations were carried out in three regions – Guanzhong, Northern Shaanxi, and Southern Shaanxi – with visits to various cities to examine the progress of key projects. A combination of on-site inspections and presentations was used to explore the good practices and effective strategies for planning and advancing industrial projects in these regions. Today (June 20), the observation activities continued to be carried out simultaneously in the northern and southern Shaanxi regions. It is understood that the key projects under observation this time cover various areas such as supporting the development of county economies, advanced manufacturing projects, the upgrading of traditional industries, energy and chemicals, modern service industries, modern agriculture, ecological protection, and major infrastructure projects. On the morning of June 20, in the northern Shaanxi region, the 2022 key project inspection tour in Shaanxi Province first arrived at the Yulin Yushen Industrial Zone, where participants visited the 50,000-ton/year polylactic acid demonstration project operated by Guoneng Yulin Chemical Co., Ltd. This project aims to significantly reduce production costs, minimize \"white pollution\", increase production capacity, and promote industrial application. It fosters the technological development and industrial demonstration of clean coal utilization for the production of high-value-added products, thereby contributing to the transformation, upgrading, diversification, and high-quality development of the coal chemical industry. Upon completion of the project, it is expected that the annual output value per mu will be 5.67 million yuan, and the annual tax revenue per mu will be 570,000 yuan, while it will create approximately 240 jobs. The second stop in the northern Shaanxi region was the site of a demonstration activity for key projects, specifically the first phase of the Shaanxi Coal High-Value Utilization Project for the production of chemical new materials, which involves an annual production capacity of 1.8 million tons of ethylene glycol. The construction of this facility will help reduce the need to import ethylene glycol, enhance China’s autonomy in terms of resources and energy, improve the quantity and quality of high-end chemicals in the country, and promote the development of new material industries with high technical content and high added value. Upon completion of the project, it is estimated that the investment per mu will be 4.02 million yuan, the annual output value per mu will be 1.72 million yuan, and the annual tax revenue per mu will be 120,000 yuan; it will also create 1,200 jobs. The third stop of the northern Shaanxi region was the Yulin Energy 400,000-ton ethylene glycol project, which was part of the observation activities for key projects in Shaanxi Province in 2022. This project represents an important step toward improving the integration and diversification of the coal chemical industry; it is also essential for the development of regional energy clusters. It holds great significance for promoting the economic development of Yulin, enhancing the competitiveness of local enterprises, and ensuring their long-term stable growth. Upon completion of the project, it is estimated that the investment per mu will be 4.2 million yuan, the annual output value per mu will be 1.95 million yuan, and the annual tax revenue per mu will be 320,000 yuan; it will also create 680 jobs. In the southern Shaanxi region, Shaanxi Province’s 2022 key project inspection tour visited Shanyang County in Shangluo City. The 5G power adapter entire-industry chain project in Shanyang County is an important measure taken by the county to implement the national and provincial policies aimed at stabilizing the economy and ensuring employment; it is also a concrete action to take on the industrial transfer from the eastern regions. The project is constructed in three phases. Build over 50 fully automated production lines for the research, testing, and assembly of 5G power adapters ； Build production lines for consumer power supplies such as high-frequency transformers, data cables, and DC wires ； 15 small home appliance production lines will be built, with an annual output of 1 million sets of small home appliances and smart home devices. Upon completion of the project, it is expected to generate an annual output value of 800 million yuan and tax revenues of 16 million yuan, while creating employment for around 1,500 people. Adhering to the principle of \"focusing on the new rather than the old, the high-end rather than the low-end, the large-scale rather than the small-scale, and the tangible rather than the intangible,\" the 2022 key project inspection activity in Shaanxi Province centered on regional characteristics, competitive industrial clusters, and the support provided by county-level economies. During this event, 38 projects in areas such as advanced manufacturing, technological innovation, and the upgrading of traditional industries were inspected; the total investment in these projects amounts to 94.66 billion yuan, with an annual investment plan of 31.19 billion yuan. Among them, there are 12 projects aimed at supporting the development of county economies, with a total investment of 31.552 billion yuan, and an annual planned investment of 8.96 billion yuan. Among the projects under observation, there are 11 advanced manufacturing projects, 10 innovation-driven development projects, 10 projects for the upgrading of traditional industries, and 4 high-end energy and chemical projects.
