Bid Conditions The construction work for the tank farm and loading station buildings as part of the renovation and upgrade project of Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd., with an annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea (Project Number: Please log in), has been approved for implementation by Jinneng Holding Equipment Manufacturing Group. The funding for this project comes from internal sources. This project meets the requirements for bidding, and public bidding is now being conducted. II. Project Overview and Scope of Bidding 2.1 Project Overview: The relocation and upgrading technical renovation project for Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd., which involves an annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea. This project includes civil engineering works, steel structure construction, installation of equipment (including on-site fabrication) for the tank farm and loading stations, as well as installation work for pipelines, fire protection systems, electrical installations, instrumentation, and anti-corrosion, insulation, and cooling measures in the facility area. 2.2 Tender Number: (Please log in) 2.3 Scope and Content of the Tender: The scope includes civil engineering works, steel structure works for the tank farm and loading station under this project, as well as installation works such as pipelines and equipment (including on-site fabrication) within the plant boundaries, fire protection systems, electrical systems, and instrumentation systems (including the installation of hardware for the DCS control system, cabling from the on-site junction boxes to the DCS cabinets and to the control room, cables, optical fibers, and installation auxiliary materials; along with related work such as wiring and commissioning). It also includes anti-corrosion, insulation, and cooling projects ； The costs associated with purging and pressure testing of equipment and pipelines within the plant area, individual testing of the equipment, unloaded joint testing of the plant, as well as the digital delivery materials related to the project, should all be included in the corresponding project quotation. The tank farm area includes 1. the methanol/diesel tank farm (Zone 91), the spherical tank farm (Zone 92), the low-temperature ammonia tank farm (Zone 94), and ** the tank farm (Zone 95). 2. Temporary hazardous waste storage area, chemical storage area. 3. Torch unit (Zone 97). Scope of the tender: The specific details and scope are outlined in the tender documents. 2.4 Planned construction period: 300 days 2.5 Location of construction: No. 199, Development Avenue, within the Xinyi Chemical Industry Cluster Area III. Qualification requirements for bidders 001 Qualification and capability requirements for bidders in Bid Section 1: 3.1 A legally registered and operating independent legal entity within the People’s Republic of China ； 3.2 Possess a first-class or higher qualification for general contracting of petrochemical engineering projects, issued by the competent construction administration department ； 3.3 Possesses the qualification of the “Installation License for Pressure Pipelines (Industrial Pipelines) of Special Equipment” (Grade GC1) ； 3.4 Valid safety production license ； 3.5 The project manager must hold a first-class professional qualification as a registered constructor in the field of mechanical and electrical engineering (or construction engineering), as well as a safety production certification (Type B). They shall not serve as project manager for any other ongoing projects, and must be employed by the bidding company ； (Other projects under construction refer to those other than Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd.) 3.6 The proposed technical supervisor shall possess a first-class professional registration as a construction engineer in the field of building engineering (or mechanical and electrical engineering), as well as a safety production certification (Type B), and shall be working for the bidding company ； (Note: The project manager and the technical supervisor must have complementary expertise, with qualifications in both mechanical and electrical engineering as well as construction engineering.) 3.7 The bidder must have completed similar projects involving the installation of pressure pipelines for large-scale coal chemical or petrochemical plants within the past 5 years (starting from January 1, 2017, to the present), and relevant contract agreements or award notices for such projects must be provided ； 3.8 The bidder shall have a good commercial reputation, not be under orders to suspend operations, have its assets frozen or seized, be in bankruptcy, and shall be in good financial condition ； No bid-rigging, serious breaches of contract, or major quality or safety incidents in the past three years ； 3.9 No records of illegal or regulatory violations ； 3.10 Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, nor shall they bid for the same tender project that has not been divided into bid sections. Joint bids are not permitted for this project. IV.
