Bid Conditions The project to replace liquid ammonia with urea as the reducing agent for SCR flue gas denitration in Zouxian Power Plant and Zouxian Company has been approved by Shandong Company of China Huadian Group Corporation. The bidder is Zouxian Power Plant of Huadian International Power Co., Ltd., and the funding for this project comes from the technical improvement funds allocated to Zouxian Power Plant in 2016. This project meets the requirements for bidding, and public bidding is now being conducted. II. Qualification Requirements for Bidders [EPC Project for Replacing Liquid Ammonia with Urea as the SCR Flue Gas Denitration Reagent at Zouxian Power Plant and Zouxian Company] 1. The bidder must be a legally registered independent enterprise or other organization within the People’s Republic of China, with the ability to assume civil responsibilities independently and the right to enter into contracts on its own. 2. The bidder is not under an order to suspend production or operations or in bankruptcy proceedings; its assets have not been restructured, taken over, or frozen, nor have any property preservation or enforcement measures been imposed by judicial authorities. 3. The bidder is not within any period of suspension from bidding as determined by the administrative authorities, China Huaneng Group Co., Ltd., the supervisory authority at the next higher level of the tenderer, or relevant documents issued by the tenderer. 4. Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, nor shall they bid for the same tender project that has not been divided into bid sections. 5. Bidders shall not be listed by the market supervision and administration authorities on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) as enterprises with serious violations and dishonesty (where such listing has not been removed by the time of bid evaluation). 6. Bidders shall not be listed on the \"Credit China\" website (www.creditchina.gov.cn) as \"persons subject to enforcement for breach of trust\" (if such listing has not been removed by the time of bid evaluation). 7. Bidders shall not be included on the **Ministry of Emergency Management’s (www.mem.gov.cn) “blacklist” of entities subject to joint disciplinary actions for violations in work safety (one that has not been removed by the time of bid evaluation). 8. Qualification level requirements: Bidders must possess a valid Class A qualification specifically for environmental engineering design (air pollution control projects), or a comprehensive Class A qualification for engineering design, or a valid Class 1 qualification as a professional contractor in the field of environmental protection. 9. Qualification and capability requirements: Bidders must possess a valid safety production license. 10. Performance requirements: As of January 1, 2017, and up to the bid deadline, the bidder must have at least 3 successful EPC projects related to the ammonia production system using urea hydrolysis for denitrification in coal-fired power plants with a capacity of 300MW or more (Proof of performance: scanned copies of contracts that include the cover page, details of the project, date of signing, and pages with signatures and seals) ； Materials that can be used as proof include an operation or completion certificate bearing the user’s signature, a completion acceptance certificate, a quality acceptance certificate, or settlement invoices corresponding to the contract for the bid-winning project). 11. The tenderer will not accept bidders that have suffered losses for three consecutive years from 2019 to 2021 ； Bidders that have been registered for less than three years will not be accepted, nor will those that have been in the red since their establishment. 12.
