Qualification Requirements for Bidders [Kunming Company’s Liquid Ammonia Procurement Project for 2023–2024] 1. Bidders must be legally registered independent corporate entities or other organizations within the People’s Republic of China, with the ability to assume civil responsibilities independently and the right to enter into contracts on their own ； 2. Legal persons, other organizations, or individuals who have an interest relationship with the tenderer that may affect the fairness of the bidding shall not participate in the bidding. Different entities that have the same person in charge of them, or that are in a holding or management relationship with one another, shall not submit bids for the same bid segment, nor for the same tender project that has not been divided into separate bid segments ； 3. Bidders shall not be listed by the administrative authorities for industry and commerce as enterprises with serious violations of laws and integrity issues on the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn) (if such listing has not been removed by the time of bid evaluation) ； 4. Bidders shall not be listed on the “Credit China” website (www.creditchina.gov.cn) as “persons subject to enforcement for breach of trust” (if such listing has not been removed by the time of bid evaluation). 5. If the bidder is a manufacturer, it must possess a National Industrial Product Production License and a Hazardous Chemicals Safe Production License, and the scope of these licenses must include liquid ammonia or ammonia. 6. If the bidder is a distributor, it must possess a License for the Operation of Hazardous Chemicals, and the scope of this license must include liquid ammonia or ammonia. 7. Bidders must provide a \"Permit for Road Transport of Hazardous Goods\" (Category 2) or a relevant contract signed with a professional liquid ammonia transportation company that holds such a permit. 8.
