Qualification Requirements for Bidders 3.1 Qualification Requirements for Bidders 1. Business scope requirements: Manufacturers that are legally registered within the People’s Republic of China, possess independent legal person status, and have experience in the production and supply of the goods to be purchased ； 2. Financial capacity requirements: A general taxpayer registered and approved by the tax authorities, with good social reputation and financial stability ； 3. Requirements for quality assurance capabilities: The manufacturer must hold a national license for the production of industrial products, and the products submitted in the bid must come with product quality inspection and testing reports at the provincial or ministerial level issued over the past two consecutive years ； 4. Performance credit requirements: Good performance credit, with no records of production safety, quality, or environmental protection incidents, lawsuits or arbitrations arising from contract disputes, illegal activities, or related administrative penalties in recent business operations ； 5. Other requirements: Applicants who are included by Sinopec Group Co., Ltd. and its affiliated companies on the \"List of Suppliers Subject to Transaction Restrictions\", the \"List of Unqualified Suppliers\", the \"List of Problematic Enterprises (Individuals)\", or the \"Supplier Blacklist\" are not allowed to participate in bidding. 3.2 Bidders shall not be in any of the following situations: (1) Being the same person as the person in charge of another bidder for this project. (2) There is a direct controlling relationship with other bidders for this project. (3) Having a management relationship with other bidders for this project.
