Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 2.1.1 Project overview: The upgrade project for the methanol-water tank T105 in Xinjiang Chemical Industry includes installing a nitrogen sealing system, an inspection platform, vertical foam generators, steel floating decks, and other auxiliary facilities in tank T105; it also involves removing the existing external insulation from the tank to meet the safety, fire protection, and environmental protection requirements for storing methanol. 2.1.2 Scope of the bid: The EPC turnkey project for the upgrade and renovation of the methanol water tank T105 at Xinjiang Chemical Industry (hereinafter referred to as the \"contracted facility\" or \"facility\") is the subject of this bidding process; it constitutes a technical improvement project carried out by Guoneng Xinjiang Chemical Industry Co., Ltd. The scope of this project tender includes, but is not limited to, the following: 1) Completing all engineering design and technical services required for the installation and its supporting facilities, based on the basic information and data provided by the tenderer. 2) Complete all tasks required for the construction of the facility, including the procurement, acceleration of delivery, inspection, transportation, loading and unloading, further handling, and on-site material management of all equipment and materials, and transport them to the facility site for installation ； It is also responsible for removing construction and building waste. 3) Complete all construction work, be responsible for the purging and replacement of the equipment to meet the cleanliness requirements for commissioning, and undertake the commissioning of the equipment specified in the contract. 4) Provide guidance, technical support, technical services, and assurance for the commissioning, startup, performance testing, special acceptance, and final acceptance of the installation. 5) Be responsible for the completion of the project, its commissioning, and all other tasks required to bring the project to completion and ready for handover and use. 2.1.3 Division of bid sections (packages): This project is divided into one bid section in total. 2.2 Others: 2.2.1 Planned duration: From the date of contract signing until September 15, 2023 (planned completion date for project handover: September 1, 2023; planned date for project commissioning: September 15, 2023). 2.2.2 Location of service/provision: Within Guoneng Xinjiang Chemical Co., Ltd., in the Ganquanbao Industrial Zone, Urumqi City, Xinjiang Uygur Autonomous Region. 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid design qualification certificate of Class A or higher in the chemical, petrochemical, and pharmaceutical industry (chemical engineering), or a general contracting qualification certificate for petrochemical project construction of Grade 3 or higher. (3) If the bidder is a construction enterprise, it must possess and provide a valid safety production license. (4) If the bidder is a construction enterprise, it must possess and provide valid certification certificates for quality, environmental, and occupational health and safety management systems. 【2】Financial requirements: / 【3】Performance requirements: From July 2017 to the bid deadline (subject to the contract signing date), the bidder must have at least one record of EPC work related to chemical plant tank farms. Bidders must provide scanned copies of contracts or corresponding customer verification documents that can prove compliance with the performance requirements for this tender. The scanned contract documents must include at least the pages bearing the signatures of both parties to the contract, the date the contract was signed, and the key information related to the performance requirements ； The user certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up records, or other materials that can verify the subject matter of the contract. 【4】Credit requirements: / 【5】Qualification requirements for the project manager: (1) The bidder must provide a valid professional qualification certificate in the field of engineering construction, or a certificate indicating a senior professional title, for the proposed project manager. (2) The project manager must have at least 1 year of experience as an EPC general contractor manager for chemical processing plants. Bidders must provide documentation to prove the project manager’s performance, which can be contracts, acceptance certificates, customer testimonials, or other stamped documents (including the name of the project, the name of the project manager, and the name of the company). 【6】Qualification requirements for the design leader: (Required if the bidder is a design firm) (1) The bidder must provide a valid registration certificate for professional qualifications in survey and design for the proposed design leader. (2) The design leader must have at least one experience as the EPC design leader for a chemical plant whose facilities include tank areas. Bidders must provide documentation to prove the design leader’s qualifications; this can be contracts, acceptance certificates, customer testimonials, or other stamped documents (which must include the name of the project, the name of the design leader, and the name of the company). 【7】Qualification requirements for the construction supervisor: (Required if the bidder is the construction unit) (1) The bidder must provide a valid registration certificate for a professional constructor with level 2 or higher (in the field of building engineering or mechanical and electrical engineering), as well as a valid safety production certification (Category B). (2) The construction supervisor must have at least one experience as an EPC construction supervisor for chemical plants. Bidders must provide documentation to prove the supervisor’s performance, which can be contracts, acceptance certificates, or user testimonials and other stamped documents (including the project name, the name of the construction supervisor, and the name of the company). 【8】Construction machinery and equipment: / 【9】Project management organization and personnel: (Required if the bidder is the construction unit.)
