Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): 2.1.1 Project overview: Guoneng Dawukou Thermal Power Co., Ltd. is located in Dawukou District, Shizuishan City, Ningxia Hui Autonomous Region, 81 kilometers away from Yinchuan and 2.5 kilometers away from the downtown area of Dawukou. This project involves 2×330MW subcritical coal-fired indirect air-cooled units. It has convenient transportation, located about 10 kilometers north of National Highway 109 in Dawukou District, Shizuishan. The denitration agent (urea) is delivered to the liquid ammonia storage tank via transfer pipelines from a tank truck, or bagged urea is unloaded at the designated location using transport vehicles and dissolved; thereafter, it is transported to the denitration reaction area through relevant equipment and pipelines. 2.1.2 Scope of the bidding: This project relates to urea for Guoneng Dawukou Thermal Power Co., Ltd. for the 2022–2023 period. The requirements are in accordance with the GB/T2440 standard for industrial-grade first-class/qualified products: total nitrogen (N), on a dry basis, must be ≥46%; biuret content must be ≤1.0%; water (H2O) content must be ≤0.7%; iron content (as Fe) must be ≤0.001%; sulfate content (as SO42-) must be ≤0.020%; and the amount of water-insoluble substances must be ≤0.040%. Particle size: 0.85–2.8 mm, ≥90%; methylenediurea (based on HCHO) content is 0. Appearance: White or slightly yellow granular solid urea, with no irritating odor. Guoneng Dawukou Thermal Power Co., Ltd. expects a total production of 1,300 tons of urea. This includes the supply, packaging, transportation, delivery (unloading) and inspection of the urea used, as well as the addition and dissolution of the urea, along with hygiene cleaning during the urea dissolution process. Bids for this tender are submitted based on the unit price of urea (price at the factory), while the final settlement is made according to the actual amount used. 2.2 Others: 2.2.1 Delivery location: Guoneng Dawukou Thermal Power Co., Ltd. 2.2.2 Service period: 3 months from the date of supply under the contract. 3. Qualification requirements for bidders 3.1 Qualification conditions and performance requirements: [1] Qualification requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid supporting documents. (2) Bidders can be manufacturers or agents. If the bidder is an agent, they must provide authorization from the manufacturer or a sales agreement with them. 【2】Financial requirements: / 【3】Performance requirements: From November 1, 2017, to the bid submission deadline (subject to the contract signing date), the bidder must have at least 2 completed sales contracts for urea. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date the contract was signed, and the key information specified in the performance requirements ； The user’s certification must be stamped by the end-user; it can be an acceptance certificate, a usage certificate, follow-up records, or other documents that can prove that the subject matter of the contract has been completed. 【4】Credit requirements: / 【5】Other requirements: (1) The bidder must provide a test report on the chemical composition of the urea sample, issued by a third-party professional testing institution ； (National standard GB/T2440) (2) The bidder shall provide stamped copies of the vehicle registration documents for at least 2 own vehicles used for transporting urea, or shall provide contracts or agreements regarding at least 2 leased vehicles used for such transportation, along with stamped copies of the registration documents for those leased vehicles. Note: The qualifications and performance of parent and subsidiary companies cannot be borrowed from each other. 3.2 Joint bids are not accepted for this project. 3.3 This project accepts bids from agents. 4.
