Bid Conditions The name of this bid project is: Public Bid for the EPC Project to Replace Liquid Ammonia with Urea at Guizhou Company’s Guoneng Zhijin Power Generation Co., Ltd.*; the bidder is Guoneng Zhijin Power Generation Co., Ltd., the project owner is also Guoneng Zhijin Power Generation Co., Ltd., and the funding for this project comes from internal sources. *This project meets the requirements for bidding, and public bidding for domestic qualification review is now being conducted for it. 2. Project Overview and Scope of Bidding 2.1 Project overview, scope of bidding, and division into bid sections (packages): Guoneng Zhijin Power Generation Co., Ltd. (hereinafter referred to as Zhijin Company) has a construction capacity of 2×660MW supercritical coal-fired units; Unit 1 began generating electricity in January 2016, while Unit 2 started operation in September 2016. The company is located in Zhijin County. Zhijin County is located in the central-western part of Guizhou Province, in the southeastern part of the Bijie Region, situated in the triangular area where the Liuchong River and the Sancha River meet upstream of the Wujiang River. Zhijin County is adjacent to Qingzhen City and Pingba County to the east ; South to Anshun City and Puding County ; Xi accepts Yong County and Liuzhi Special Zone ; It is bordered by Qianxi County and Dafang County to the north. #The flue gas denitration project for Units 1~#2 adopts the selective catalytic reduction method (SCR). Liquid ammonia is used as the denitration reagent. The designed inlet NOX concentration is 1000 mg/Nm3 (on a dry basis, 6% O2); the designed denitration efficiency is not less than 85%, and the net flue gas NOX emission concentration is not greater than 200 mg/Nm3. The denitration project for the 2 units in the entire plant shares one ammonia station system. The liquid ammonia station is equipped with 2 150 m3 liquid ammonia storage tanks, as well as equipment and facilities such as ammonia unloading compressors, liquid ammonia evaporators, ammonia buffer tanks, ammonia dilution tanks, and wastewater tanks. To ensure the personal safety of plant staff as well as the safe and stable operation of all generating units in the plant, to build a safe, green, and environmentally friendly power plant, and to achieve sustainable development, Zhijin Company has decided to renovate the denitration ammonia area, eliminate the major hazards present in that area, and replace the ammonia production process based on liquid ammonia with one that uses urea pyrolysis. The scope of this renovation includes the EPC project for replacing liquid ammonia with urea at Guoneng Zhijin Power Generation Co., Ltd.; this project is carried out under the EPC model. A new urea-based ammonia production plant will be built to supply denitration for the 2 boilers at Zhijin Company. The scope of work for the bidder includes: civil engineering, the urea solution preparation system, the urea solution delivery system, the urea pyrolysis system, as well as the necessary modifications to the SCR area and other required improvements; design (including optimization), procurement, supply, transportation, construction and installation, process acceptance, commissioning, testing, trial operation, defect correction, training, evaluation and acceptance, and final delivery for operation. The fire protection inspection application is the responsibility of the bidder, with the power plant providing cooperation. All equipment in the existing liquid ammonia station was removed, along with related write-off procedures; the building and site of the former liquid ammonia station were retained and improved to be used as storage areas for other materials. The bidder shall bear full responsibility for the completeness and correct functionality of the ammonia production supply system provided. The bidder is fully responsible for the progress, quality, safety, and integrity of this project. Planned completion time: Completion within 10 months after the contract is signed, estimated from December 1, 2022, to September 30, 2023. 2.2 Others: / 3. Bidder Qualification Requirements 3.1 Qualification and Experience Requirements: [1] Qualification Requirements: (1) The bidder must be an independently registered legal entity or other organization, and must provide valid proof documents. (2) Bidders must possess and provide a valid general contracting qualification certificate for power engineering projects at level 1 or above ; Or Class A design qualification certificate for the power industry (thermal power specialty) ; Or a Class A qualification certificate for specialized environmental engineering design (the scope of authorization for such a qualification certificate must include projects related to air pollution control). (3) If the bidder is a construction unit, it must possess and provide a valid safety production license. 【2】Financial requirements: / 【3】Performance requirements: From October 2017 to the bid deadline (subject to the date of contract signing), the bidder must have at least one experience in carrying out EPC contracts for the conversion of liquid ammonia to urea in thermal power units with a single-unit capacity of 600MW or more; the conversion process must involve in-furnace heat exchange or in-furnace pyrolysis, and such units must have been in operation successfully for at least 1 year. Bidders must provide scanned copies of contracts that demonstrate compliance with the performance requirements for this tender, along with corresponding customer verification documents. The scanned contract copies must include at least the pages bearing the signatures of both parties to the contract, the date the contract was signed, and the key information specified in the performance requirements ; The user certification must be stamped by the end user; it can be an acceptance certificate, a usage certificate, follow-up records, or other relevant documentation. 【4】Credit requirements: / 【5】Qualifications required for the project manager: (1) The bidder must provide a valid registered professional qualification in engineering construction or a senior professional technical title for the proposed project manager. (2) The project manager must have at least one record of serving as an EPC general contractor for the conversion of liquid ammonia to urea in a thermal power plant. Bidders must provide documentation to prove the project manager’s experience, which can be contracts, acceptance certificates, or user testimonials – all of which must be stamped (these documents must indicate the name of the project, the project manager’s name, the completion/commissioning date, and the name of the company). 【6】Qualification requirements for the design leader: (Provide this if the bidder is a design firm). (1) The bidder must provide a valid registration certificate for survey and design practice for the proposed design leader. (2) The design leader must have at least one experience as a design leader for projects involving the conversion of liquid ammonia to urea in thermal power units. Bidders must provide documentation that can prove the design leader’s qualifications; this may include contracts, acceptance certificates, or user testimonials, all of which must bear official seals. (These documents must indicate the name of the project, the name of the design leader, the completion/commissioning date, and the name of the company.) [7] Qualification requirements for the construction manager: (Required if the bidder is the construction company.) (1) The bidder must provide a valid first-level registered constructor qualification certificate (in the field of building engineering or mechanical and electrical engineering), as well as a valid Class B safety production certification. (2) The construction supervisor must have at least one experience as a supervisor for the conversion of liquid ammonia to urea in thermal power units. Bidders must provide documentation proving the supervisor’s performance, which can be contracts, acceptance certificates, or user certifications and other stamped documents (including the project name, the name of the construction supervisor, the completion/commissioning date, and the name of the company) (this requirement is applicable when the bidder is the construction contractor). 【8】Construction machinery and equipment: / 【9】Project management organization and personnel: (Required if the bidder is the construction unit.)
