From November 11 to 15, the Shaanxi Provincial Petrochemical Construction Project Quality Supervision Station and Shanxi Coal Group overcame the impact of the pandemic to conduct project quality handover inspections for the 500,000-ton/year coal tar full fraction hydrogenation project to produce naphthenic oils at Fuyou Company, which is part of Shenmu Coal Chemical Company, as well as the 600,000-ton/year demonstration project for the comprehensive utilization of pulverized coal at Tianyuan Company. The acceptance meeting was chaired by Huang She**, Director of the Basic Construction Department of Shaanxi Coal Group. Hu Guofeng, Head of the Provincial Petrochemical Quality Supervision Station, along with a team of 6 people, supervised and guided the entire acceptance process. Min Nan, in charge of the Planning and Construction Department of the Chemical Industry Group, Hou Weibin, Deputy General Manager of Shenmu Coal Chemical Company, as well as relevant personnel from the Planning and Development Department, along with representatives from the project owner and various parties involved in the project’s investigation, design, supervision, construction, and testing, attended the meeting. The meeting heard reports from the construction entity and various participating units regarding quality inspections, self-evaluations, and assessments of the project quality; it was unanimously agreed that the project quality is satisfactory, and approval was given for the handover and acceptance. Hou Weibin emphasized that the two items under consideration in this quality inspection are key projects for the transformation, upgrading, and high-quality development of Tianyuan and Fuyou Companies. These companies must formulate rectification plans in strict accordance with the suggestions and opinions of the expert group, assign responsibilities and set goals, carry out the rectification tasks to a high standard, and conduct comprehensive final inspections in a timely manner ； Based on the issues identified in the notification regarding the quality acceptance of this project, it is necessary to conduct a thorough analysis of the operation of the equipment, so as to provide reliable and accurate information to support subsequent project developments. Huang Shemin demanded that Tianyuan, Fuyou Company, and all the parties involved in the project take proactive action to address the issues identified by the expert team, prepare written reports, and submit them promptly to the Provincial Petrochemical Quality Supervision Station, in order to obtain the \"Construction Project Quality Supervision Report\" as soon as possible. Hu Guofeng stated that thanks to the careful organization, thorough planning, and comprehensive coordination by the project owner, as well as the full cooperation of all parties involved in the construction, the procedures for this acceptance meeting were lawful and its conclusions were clear and valid; he therefore approved the approval of the project quality for handover. At the same time, she put forward specific requirements for the next steps: first, all responsible parties must further standardize their quality practices and fully recognize the importance of project completion inspection ； Second, it is necessary to address each issue identified during the inspection of project quality and handover acceptance on a item-by-item basis ； Third, all participating units must firmly establish a legal mindset when carrying out capital construction activities, and strictly adhere to the procedures for such construction ； Fourth, the handover and acceptance process must meet key requirements such as compliance with specified conditions, timely completion of the acceptance process, adherence to relevant personnel standards, standardization of procedures, completeness of documentation, and clarity of conclusions ； Fifth, it is necessary to establish a project quality management system and strengthen process management. The 500,000 tons per year project for the hydrogenation of the full fraction of coal tar to produce naphthenic oils, and the 600,000 tons per year demonstration project for the comprehensive utilization of pulverized coal in a differentiated manner, are important initiatives undertaken by Shenmu Coal Chemical Company to advance the differentiated use of coal toward higher-value and more diversified applications. The successful completion of this project quality handover and acceptance process marks the finish of the quality supervision procedures for the construction of these two projects. It ensures the safe and stable operation of the production facilities, and lays a solid foundation for the complete completion of the overall project acceptance process.
