Project Overview and Scope of Bidding 2.1 Project location: Tongcheng Village, Chongxin County, Pingliang City, Gansu Province 2.2 Bidding item: Purchase of liquid ammonia for denitrification purposes by Chongxin Company in 2023 2.3 Delivery period: From January 1, 2023, to December 31, 2023 (delivery shall be carried out in batches) 2.4 Scope of bidding: Purchase of liquid ammonia for denitrification purposes for the 2×660MW units of China Power Construction Gansu Energy Chongxin Power Generation Co., Ltd.; the required quantity of liquid ammonia is 2,500 tons, with an ammonia content of ≥99.8% and a residue content of ≤0.2% (first-class quality). Qualification requirements for bidders: The method of qualification assessment is post-qualification review for this tender. 3.1 The requirements for bidders in this tender are that their qualifications, experience, and key project personnel must meet the following criteria, and they must possess the necessary capabilities in terms of personnel, experience, equipment, and funding. 3.1.1 Qualification requirements: Bidders must possess independent legal person status and the authority to enter into contracts independently ； Bidders must be general taxpayers with the qualification to issue VAT invoices ； Bidders must possess a Safety Production License and a Hazardous Chemicals Business License, as well as the qualifications required for transporting hazardous chemicals ； Bidders must have certification for their quality, environmental, and occupational health and safety management systems. 3.1.2 Financial requirements: The bidder shall not be under a suspension order, have its assets seized or frozen, or be in bankruptcy. 3.1.3 Performance requirements: The bidder must have supplied liquid ammonia to at least 5 thermal power plants over the past three years, demonstrating relevant experience (proof shall be provided in the form of copies of service contracts from 2019 to 2021). 3.1.4 Credit requirements: No instances of winning bids by fraudulent means, serious breaches of contract, or termination of any contract due to the party’s own reasons in the past three years ； The bidder is not on the list of prohibited contractors for China Power Construction Gansu Energy Company and China Power Construction Corporation Limited ； The bidder has no abnormal records in the **Enterprise Credit Information Publicity System. 3.2 Other requirements: The agent must possess an authorization letter from the manufacturer to act as an agent. 3.3 Joint bids are not accepted for this project. 4.
