Conditions for Negotiated Procurement *Upon the commission of Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd., negotiations will be held to determine the suppliers for the procurement of rotameters for the urine, purification, and synthesis units as part of the renovation and upgrade project mentioned above. Suppliers who meet the requirements for this project are welcome to apply. 2. Project Overview and Scope of Procurement 2.1 Project Name: Technical renovation project for the relocation and upgrading of Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd., aiming at an annual production capacity of 400,000 tons of synthetic ammonia and 600,000 tons of urea – Procurement of rotameters for the urea production, purification, and synthesis units ； 2.2, Project Number: ZKHW2022-05-116 ； 2.3 Source of funds: Self-funded ； 2.4, Purchase items: Purchase of rotameters for urea, purification, and synthesis units ； 2.5, Delivery Date: February 28, 2023 ； 2.6 Delivery status: Delivery in sheet form ； 2.7 Delivery location: The construction site of the Jiangsu Jinkong Equipment Xinhengsheng Chemical Co., Ltd. (Xinyi) project. 3. Qualification requirements for participating in negotiated procurement 3.1 The entity must be registered within the People’s Republic of China, possess independent legal person status, have a good reputation in society and the ability to fulfill contracts, and be capable of providing advanced and reliable products, professional technical expertise, as well as excellent after-sales service. 3.2 Over the past three years, there have been no instances in bidding processes or other business activities in which the company was subject to warnings by relevant authorities or had its cooperation terminated due to bribery, collusive bidding, fraud, or other illegal or irregular behaviors. 3.3 Different entities whose responsible persons are the same, or those that have a controlling or managerial relationship with each other, shall not submit bids for the same bid section or for the same tender project that has not been divided into bid sections. 3.4 Possess a good reputation in society and the ability to fulfill contracts, capable of providing advanced and reliable products as well as excellent after-sales service ； The product features advanced technology, excellent quality, and stable performance. 3.5 Bidders shall not be included by the administrative department for industry and commerce on the \"**Enterprise Credit Information Publicity System\" in the list of \"Enterprises with Serious Violations and Dishonesty\"” ； The legal representative shall not be included by the Supreme People’s Court on the “Credit China” website in the list of persons who fail to fulfill their obligations. 3.6 Joint bids are not accepted for this tender. 4.
