Tendering Conditions The large-scale procurement of liquid ammonia by Huaneng Jiangxi Branch for 2023 has been approved by the project approval authority; the funds for this project are to be provided by the company itself, and the tendering party is Huaneng International Power Co., Ltd. Jiangxi Branch. This project is now ready for bidding, and public bidding is being conducted. 2. Project Overview and Scope of Bidding 2.1 Location of construction: (Please log in) 2.2 Scale: Jinggangshan Power Plant: 2×300MW+2×660MW, Anyuan Power Plant: 2×660MW ； Ruijin Power Plant: 2×350MW+2×1000MW ； 2.3 Construction period: 2.4 Division of lots: This tender project is divided into 1 lot; it is a unified tendering process with separate contract signings. If awarded the contract, the bidder will enter into contracts with each project owner separately. 2.5 Name, quantity, and technical specifications of the materials to be procured through this tender: The scope of supply under this tender is liquid ammonia to be used in the SCR denitration systems of the units required by 3 organizations in 2023. The planned purchase volume is temporarily set at 3,080 tons (of which 780 tons are for Jinggangshan Power Plant, 800 tons for Anyuan Power Plant, and 1,500 tons for Ruijin Power Plant). The actual quantity will be determined based on the purchaser’s actual purchases, and no guarantee is given that this amount will be fully met. Once the actual supply volume of liquid ammonia reaches the estimated amount, the tenderer has the right to terminate the contract ahead of time or to continue its execution. For detailed technical requirements, please refer to the technical specifications. 2.6 Settlement: The settlement amount shall be calculated as the actual quantity purchased and approved by Party A, multiplied by the settlement unit price*; details are provided in the contract terms of the tender documents. 2.7*Delivery period: Starting from January 1, 2023, subject to the delivery date notified by Party A, and ending on January 31, 2024. The delivery time starts to count from the date when the purchaser gives notice (3 days in advance). The supplier is responsible for transporting the liquid ammonia required by the purchaser to the purchaser’s production site in batches, according to the purchaser’s demands. The supplier must cooperate fully to ensure that each batch of goods is delivered on time and arrives at the site within 48 hours. . If delivery to the site must be delayed due to special circumstances, the buyer must be informed 24 hours in advance. In emergency situations, Party B must comply with Party A’s requests and have the capability to supply liquid ammonia to the plant at any time or on a continuous basis. ) 3. Qualification requirements for bidders 3.1 General qualification conditions 3.1.1 The bidder shall be an independently registered legal entity or other organization within the People’s Republic of China, with the capacity to assume civil liability independently and the right to enter into contracts on its own ； 3.1.2 The bidder shall meet the following conditions in terms of finance, reputation, etc.: (1) It is not under an order from the administrative authorities to suspend operations or go into bankruptcy proceedings ； (2) Not within the scope of bidding prohibition and the penalty period as confirmed by relevant documents from administrative authorities or entities within the China Huaneng Group Corporation system ； (3) No bid fraud in the past three years, and no serious breaches of contract; no major or more severe quality incidents or major or more severe safety accidents caused by its products as identified by relevant appraisal agencies ； (4) Not included by the market supervision and administration department in the list of enterprises with abnormal operations or in the list of enterprises with serious violations on the National Enterprise Credit Information Publicity System ； (5) Not included on the list of persons subject to credit sanctions by the Supreme People’s Court on the “Credit China” website (www.creditchina.gov.cn) or on credit information sharing platforms at various levels ； (6) Two or more legal persons whose legal representatives or persons in charge are the same, as well as parent companies, wholly-owned subsidiaries, and their holding companies, shall not submit bids simultaneously for the same bid section or for the same tender project without any bid sections divided. 3.2 Specific Qualification Requirements 3.2.1 Performance requirements: The bidder must have completed 3 or more sales of liquid ammonia in the power industry from January 1, 2019, to the present (based on the date the contract was signed); each order from the same client is counted as one achievement, with one of these achievements requiring annual supply amounts of 1,500 tons or more to thermal power plants ； (Please provide detailed details of the performance achieved, along with copies of the contracts – including the contract cover page, the signing page, the schedule specifying the quantity to be supplied, and the settlement statement stamped according to the unit price terms – as well as any other supporting documents that can prove that the performance requirements have been met.) 3.2.2 Qualification level requirements: Bidders who are manufacturers must possess a Safety Production License. Bidders acting as agents must hold a \"Permit for the Operation of Hazardous Chemicals\" (the scope of this permit to include liquid ammonia or ammonia), and must provide the manufacturer’s \"Safety Production Permit\" ； If the bidder is not the manufacturer, they must provide a sales authorization letter issued by the manufacturer. 3.2.3 Bidders must possess the qualifications for transporting hazardous chemicals and provide a \"Road Transport Operation License.\" If a bidder does not have such qualifications, they may entrust an entity with the necessary qualifications to carry out the transportation, but they must provide the relevant commission agreement as well as the recipient entity’s \"Road Transport Operation License.\" All of these documents must be valid at the time of submission. 3.2.2 Qualification level requirements: None. 3.3 Joint bids are not permitted for this project. 3.4 This project accepts bids from agents (dealers). When submitting a bid, agents (dealers) must provide a sales authorization letter issued by the manufacturer; if there is an expiration date for such authorization, it must cover the entire supply period, and sub-authorization is not permitted.
