Qualification requirements for bidders: For this tender, bidders must possess the following qualifications and experience requirements, as well as the capacity to provide services appropriate for this project. 3.1 Bidders must be independent legal persons or other organizations with the capacity to perform obligations and assume legal responsibilities. 3.2 Qualification requirements: 3.2.1 Manufacturer-specific qualifications: A license for handling hazardous chemicals and a safety production license are required, with an annual production capacity that exceeds the quantity specified in this tender. 3.2.2 Qualifications specific to agents: Possession of a license for handling hazardous chemicals. 3.3 Performance requirements: Agents must have sales records of 1,000 tons or more of liquid ammonia over the past five years (2017–2022). 3.4 Financial requirements: The net assets for each of the past three years (2019–2021) must have been positive. 3.5 Joint bids are not accepted for this tender. The manufacturer and its authorized agents cannot submit bids simultaneously; otherwise, all such bids will be invalid. 3.6 This tender adopts a post-qualification review method, with the evaluation committee examining the qualifications of the bidders after the bid opening. If the qualification requirements specified in the tender documents are not met, the bid will be rejected by the evaluation committee. 3.7 Rejection criteria include the following situations regarding suppliers: 1. Having been included in the **Ministry of Emergency Management’s list of entities subject to joint disciplinary actions for violations in work safety (the query website is: https://www.mem.gov.cn/fw/cxfw/xycx/), over the past three years, with the expiration date of this listing falling after the bid submission deadline ； 2. Those listed on the Credit China website (search address: https://www.creditchina.gov.cn/) as entities with serious credit violations, and whose listing period expires after the bid deadline. 3. In accordance with the group company’s regulations regarding supplier management, it is necessary to suspend awarding contracts or revoke the eligibility to participate in procurement activities within the specified scope, with the expiration date being later than the bid deadline. For the winning bid candidates/winner, rechecks will be conducted at key stages such as procurement evaluation, announcement of the winning bid, and contract signing; if any of the circumstances specified in the above bid-rejection clauses are present, the bid will not be awarded or no contract will be signed.
