Project Overview and Scope of the Tender 1. Project Name: SNCR Denitration Project for Flue Gas from Calcination Furnaces at Liaoning Huojin Carbon Co., Ltd. in 2022 (Re-tendering) 2. Project Number: 0345GC20220154 3. Scope of the Tender: Process design for the SNCR flue gas denitration system, as well as all necessary equipment, materials, software, including structural steel, electrical systems, thermal control components, and instrumentation; civil work is only covered in terms of design (the tenderer is responsible for construction)； Responsible for installation, commissioning, and trial operation until the environmental protection authorities in the bidder’s location approve the system and it meets the required standards; also responsible for training the operators and maintenance staff so that they can perform their duties properly, as well as providing performance guarantees and after-sales service for the entire system. For specific details, please refer to Chapter 5 of the tender documents, which covers the procurement contents and technical requirements. 4. Bid section division: No bid sections will be divided. 5. Number of successful bidders: 1. 6. Quality requirements: Meet the requirements specified in the tender documents. 7. Construction period: All work shall be completed within 50 days from the date of contract signing. 8. Project implementation location: Within the premises of Liaoning Huojin Carbon Co., Ltd., Shuangtaizi District, Panjin City, Liaoning Province. 9. Maximum bid price: A maximum bid price of 2.6 million RMB is set; bids that exceed this maximum price will be rejected. II. Qualification requirements for bidders 1. A legal person or unincorporated organization established in accordance with the law within the People’s Republic of China. 2. Bidders whose legal representatives or persons in charge are the same, or those that have a controlling or managerial relationship with one another, shall not bid for the same bid section or for the same procurement project without such sections defined (a commitment letter must be provided). 3. Possess a professional contracting qualification for environmental protection projects at level 3 or above. 4. Possess a Class B or higher qualification in environmental engineering design (air pollution control projects), or a Class A comprehensive qualification in engineering design. 5. Provide 3 performance contracts related to flue gas urea SNCR denitration project work for the past three years (from January 1, 2019, to the bid submission deadline, with the contract signing date as the reference), along with copies of these contracts as proof. 6. Corporate reputation: The company has not been listed by the people’s courts as a party that fails to fulfill its obligations or as a entity involved in serious tax violations; the information is based on the results available on the Creditchina website (www.creditchina.gov.cn). 7. Joint bids are not accepted for this project. III. Time, Place, and Method for Obtaining the Tender Documents 1. All potential bidders interested in participating in this project are requested to download the tender documents between 09:00 on December 2, 2022, and 17:00 on December 7, 2022 (Beijing time, the same below).* Please note that the tender documents must be downloaded within the specified time; otherwise, it will not be possible to participate in this project.
