Are carbon dioxide fire extinguishers only suitable for switchrooms with voltages below 600 volts?

Today I accompanied the safety inspection team; they argued that carbon dioxide fire extinguishers are only suitable for distribution rooms with voltages below 600 volts. So, isn’t it inappropriate to use carbon dioxide in 10kV distribution rooms?
That’s correct; carbon dioxide is generally used for electrical fires below 600 volts, and the aerosol fire extinguishers we use in our power distribution room are of that type
CO2 used at high pressures poses a risk of electric shock, but it seems that those with non-metallic nozzles are safe
