I’m a complete novice in electrical work. From what some experienced engineers have said, according to regulations, both a power distribution technician and an operator are required to handle high-voltage electricity; basically, the power distribution technician is responsible for determining the voltage distribution plan, while the operator is tasked with carrying out the actual operations, with each person fulfilling their own responsibilities. I wonder if there are various versions?
As for what private enterprises do, power companies and the regulations regarding power safety do not arrange things in this way

In the state-owned enterprise where I used to work, electrical workers responsible for operation and maintenance were separated from each other; those in charge of operation handled high-voltage systems’ operation, maintenance, and control, as well as low-voltage systems’ operation and control, while the maintenance electricians were responsible for maintaining low-voltage systems. The technician issues the work order, and the maintenance electrician takes it to the operation team. The operation team goes with the maintenance electrician to the power distribution room to cut off the power, take necessary precautions, and oversees the maintenance work on site. After the repairs are completed, the power is restored and the work order is closed out. In a private company, as long as people can get the work done, it doesn’t matter what systems are in place; the fewer employees, the better.
