Purpose and Basis: To strengthen the management of new project construction within the company, enhance dynamic safety control during the construction process, and prevent construction-related safety accidents, this system is formulated in accordance with **relevant regulations on work safety, taking into account the company’s organizational structure and division of responsibilities, as well as the requirements regarding safety and environmental protection for project construction. 2. Scope of application: This system applies to the project construction period of Leshan XX Chemical Co., Ltd. 3. Content and Requirements 3.1 Internal company management: 3.1.1 In accordance with the provisions of the \"Safety and Environmental Protection Responsibilities during Construction\", personnel in various organizational units must carry out their safety management tasks strictly in line with the assigned responsibilities. 3.1.2 Strengthen the three-level safety training for internal staff ； During the training period for new employees, education on safety knowledge and management systems should be provided regularly ； Establish and improve education and training records. 3.1.3 Implement supervision over the provision and use of personal protective equipment for internal staff. Anyone entering a work site (construction site) must wear appropriate personal protective equipment (safety gear) ； And comply with the relevant safety, environmental protection, and occupational health management systems in the construction site. 3.1.4 Regular or irregular inspections shall be conducted on the implementation of safety management for internal security and project construction, and notices for rectification shall be issued for any potential accident risks, specifying a deadline for correction followed by verification. 3.1.5 Complete the certification process for personnel engaged in special types of work, and inspect and verify the certification status of such personnel as well as the special operation tickets used in construction projects. 3.1.6 Regularly hold safety meetings to address various major issues that arise during construction and affect safety, environmental protection, and occupational health and safety. 3.1.7 Implement a reward and punishment system for safety, environmental protection, and occupational health management to facilitate a shift from \"being forced to ensure safety\" to \"taking the initiative to ensure safety\". 3.1.8 Formulate safety technical regulations that are in line with the company’s production processes; new employees must pass the education and assessment related to the company’s production processes and safety technical regulations before they can enter the company’s work sites. During their training outside, trainees must strictly abide by the safety and environmental protection management regulations of the training school and the practical training unit. 3.1.9 Illegally performing tasks, giving illegal instructions, and violating labor discipline are strictly prohibited at work. Driving under the influence of alcohol and entering construction sites while drunk are strictly prohibited. It is prohibited to touch mechanical equipment that is not meant for one’s own operation. 3.1.10 In accordance with the principle of \"not letting accidents go unaddressed,\" strengthen accident management and accountability during the construction period. 3.2 Management of the project contractor: 3.2.1 In accordance with the requirements for construction safety management, the contractor must have an organized structure, appropriate staffing, established systems and measures, processes for evaluation, as well as proper record-keeping ； It is necessary to clarify the safety responsibilities of each individual within the organization, and strictly enforce the principle that \"the person in charge is responsible.\" 3.2.2 The contractor must carry out self-inspections and self-corrections at the construction site, while also submitting itself to the safety and environmental protection inspections conducted by Jinrui Company and the project’s supervision unit. 3.2.3 The participating units must provide safety training for their employees in accordance with regulations, and personnel engaged in special types of work must hold valid work permits to carry out their tasks ； Conduct regular inspections of the construction site and safety protection facilities ； Establish all relevant management records. 3.2.4 According to the construction layout plan, reasonably arrange temporary facilities and the site in compliance with safety regulations ； Various safety warning signs should be installed at the construction site. 3.2.5 Standardize the stacking of materials and equipment; mixed or chaotic stacking as well as stacking at excessive heights are strictly prohibited. Fire and water prevention measures must be implemented, and toxic and harmful substances as well as flammable and explosive items should be stored in dedicated warehouses under the supervision of designated personnel. 3.2.6 Safety facilities such as guardrails, protective covers, and safety nets, as well as various restraining and safety devices, must be complete and in good working condition; they shall not be removed or moved without permission. 3.2.7 At dangerous areas on the construction site, clear signs and fences must be installed as required; red lights should be used for warning at night to prevent accidents from occurring. 3.2.8 The safety facilities of construction machinery and equipment must be complete, and they must be inspected in accordance with regulations before use. 3.2.9 Nighttime construction sites must be equipped with sufficient safety lighting, and supervision of safety measures on site must be strengthened. 3.2.10 The installation and removal of special equipment used in construction must be carried out by units with the appropriate qualifications ； It can only be used upon approval by the competent authorities, and operators must hold valid certificates to work. 3.2.11 The construction site should be equipped with sufficient fire-fighting equipment and facilities, such as fire water, fire hydrants, sand boxes, shovels, fire extinguishers, etc ； When working with fire in confined spaces or areas that are toxic, hazardous, flammable, or explosive, it is necessary to follow operation procedures and strictly adhere to the approval system. 3.2.12 For lifting, transportation, working under live voltage, working at heights (in deep wells), and working inside containers, the operation ticket approval system must be strictly followed. 3.2.13 The power supply for construction work must be under the supervision of a dedicated person to address emergency power outages ； Temporary power distribution lines and electrical equipment must be equipped with leakage protection measures, along with appropriate safety warning signs. 3.2.14 Various tall buildings, large machinery, and critical areas must be equipped with lightning protection devices, and effective lightning protection measures must be taken. 3.2.15 Power equipment and facilities must have effective grounding. During fault repair, power must be cut off and a sign must be placed to indicate that work is in progress; operation procedures must be strictly followed. Before restoring power supply, it is necessary to have someone confirm first before closing the switch ； Safe voltage must be used when working in dark, humid environments or inside metal containers; those who are not electricians are prohibited from performing electrical work. 3.2.16 It is strictly prohibited to mix construction water with domestic water or to use one as a substitute for the other, in order to prevent water pollution and poisoning incidents. 3.2.17 The parties involved in the construction must strictly comply with the legal provisions regarding environmental protection, and take the following measures to prevent environmental pollution: 3.2.17.1 Properly treat construction and domestic wastewater; it shall not be discharged directly into urban drainage systems or rivers without proper treatment ； 3.2.17.2 It is prohibited to burn toxic and harmful substances such as asphalt, tar paper, or paint at the construction site ； 3.2.17.3 Take effective measures to control dust generation during construction ； 3.2.17.4 It is prohibited to use toxic and hazardous waste as fill material for earthwork ； 3.2.17.5 If the environmental pollution cannot be kept within the specified limits, the construction unit shall submit a report to our company and the project supervision unit in advance, and jointly with our company apply to the environmental authorities for approval. 3.2.18 All construction activities for a project must be accompanied by written operation instructions, and a construction briefing must be conducted prior to commencement of work ； For construction projects that involve important temporary facilities, critical construction processes, special operations, seasonal construction, or the concurrent execution of multiple types of work, safety measures must be established, emergency response plans must be put in place, and these must be submitted to the supervision unit and Jinrui Company for approval before they can be implemented. 3.2.19 The project supervision unit and Jinrui Company have the right to terminate contracts with subcontractors that lack the necessary safety qualifications for construction, suffer from poor management, engage in reckless construction practices, fail to comply with the instructions of the main contractor, the supervision unit, or Jinrui Company, and experience frequent accidents; such subcontractors must withdraw within a specified time limit, and it is strictly prohibited to hire them again. 3.2.20 The contractors must provide construction workers with effective and appropriate personal protective equipment, tailored to their specific roles, in strict accordance with safety requirements ； Strengthen safety inspections at construction sites; those who fail to wear protective equipment as required must make immediate corrections. 3.2.21 This pertains to construction access roads, power control stations, construction platforms, etc., that are shared with coking operations. To ensure construction safety, the contractor or subcontractor must maintain communication with the coking construction party prior to use, inform them in advance, and assign a dedicated person to be responsible for these matters. 3.2.22 Illegal operations, illegal instructions, and violations of construction discipline are strictly prohibited ； Working while under the influence of alcohol or while sick is prohibited. 3.2.23 The contractor must, in light of the characteristics of this project, formulate an emergency rescue plan for production safety accidents during the implementation of this project ； In the event of a safety accident, it is necessary to report it to the relevant authorities in a timely manner in accordance with the \"Regulations of the State Council on Holding Administrative Responsible Persons Accountable for Serious Safety Accidents\" and other relevant provisions. The principle of \"not letting go of any aspect involved\" should be adhered to, and those responsible shall be dealt with strictly. 3.2.24 The supervision unit, Jinrui Company, and the construction contractor shall implement a comprehensive safety management system, carrying out regular or irregular inspections. For any safety hazards and unsafe practices identified during these inspections, corrective actions and evaluations shall be initiated, and the construction contractor must take these actions seriously and thoroughly. 3.2.25 The safety inspection and assessment criteria for project construction are detailed in the «Construction Safety Inspection and Assessment Form». 3.3 Project supervision unit 3.3.1 The project supervision unit must strictly fulfill its safety responsibilities in accordance with the requirements of the Supervision Contract, ensure proper safety measures, supervise the daily safety and quality management activities of the contractor, and be subject to the supervision of the client ； Responsible for implementing Party A’s requirements or instructions regarding quality, safety, and other aspects of work to the contractor. 3.3.2 The engineering supervision unit shall incorporate work safety into the supervision plan; each engineering supervision project shall be equipped with at least one safety supervisor, and a record of the safety supervision process for the project shall be maintained. 3.3.3 The engineering supervision unit shall examine whether the safety technical measures or special construction plans provided by the contractor comply with the mandatory standards for engineering construction projects, and shall assume supervision responsibility for the safe production of the construction project. 3.3.4 The scope of supervision by the project supervision unit includes, but is not limited to, the use of funds allocated for safety in construction projects, as well as the use of safety protection equipment at the construction site and construction lifting machinery, self-erecting scaffolding systems, formwork, and other similar installation facilities. 3.3.5 If, during the supervision process, the engineering supervision unit detects potential quality or safety hazards at the construction site, it shall immediately require the contractor to make corrections ； In severe cases, the contractor should be immediately ordered to cease construction (contractual work), and the employer should be notified promptly. 4 Other 4.1 The right to interpret and amend this standard belongs to Leshan XX Chemical Co., Ltd. 4.2 This standard was formulated and issued in April 2012, and came into effect on May 1, 2012.
