Is the Special Equipment Safety Supervision Bureau merely responsible for evaluating special inspection institutes?

The Special Equipment Inspection and Research Institute is a public institution. Some people say that the Special Supervision Bureau merely conducts evaluations of the Special Inspection Institute on an annual basis. Is there no one left to supervise the work of the Special Inspection Agency?
Simply put, the bureau is the entity that formulates policies and oversees others; it are the *staff. The staff are the ones who carry out the tasks and those who are supervised, in other words, the ones who do the work.
The Special Equipment Safety Supervision Bureau has a staff composed of civil servants； The Special Equipment Inspection and Research Institute operates under an institutional establishment.
