Safety Management System for Hazardous Chemicals (I) Regulations on the Safety Management of Hazardous Chemicals 1. Purpose: This system is established to strengthen the management of hazardous chemicals and to ensure safety control throughout the entire production and operation process. 2. Procurement and storage process 2.1 When the materials procurement department places orders for hazardous chemicals in accordance with the relevant plans, it must require suppliers to provide the corresponding safety data sheets and safety labels for those chemicals, and to deliver them to the units that will use them (workshops or departments) at the time of material pickup ; When the supplies arrive, the Materials Procurement Department organizes the using units, the Distribution Center, and other relevant departments to conduct inspection and put them into storage. 2.2 From procurement and arrival at the facility to issuance, the warehouse must maintain a ledger for the inbound and outbound of hazardous chemicals. 2.3 For hazardous chemicals stored at the production site, the workshop (department) should conduct regular inspections and keep proper records of these inspections. 2.4 The highly toxic hazardous chemicals purchased are directly delivered by the materials procurement department to the using units for storage in dedicated warehouses, where a \"five-doubles\" management system is implemented (two sets of accounts, two locks, two persons for receipt and dispatch, two persons for inspection, and two persons for storage). 2.5 The materials procurement department shall not purchase hazardous chemicals from enterprises that do not hold a license for the production and operation of hazardous chemicals. 3. Production and use phase 3.1 Strictly follow the operating procedures during production; random discharge and disposal are prohibited. 3.2 Management of hazardous chemicals that constitute major hazard sources must adhere to corresponding monitoring and management systems. 3.3 When in use, take appropriate personal protective measures based on the characteristics of the hazardous chemicals (wear protective equipment, have necessary first-aid supplies on hand, and provide proper labeling at the site). 3.4 The using unit must display the safety data sheets for hazardous chemicals at the work site, and organize training for the personnel there to ensure that they use these chemicals in accordance with the requirements specified in their safety data sheets. 4. Filling and transportation process 4.1 The Marketing Department is responsible for checking whether the hazardous materials vehicles have all the necessary “three certificates,” and recording this information for archiving. 4.2 The workshop filling staff shall carry out filling in accordance with the relevant procedures to ensure process safety. 4.3 Overloading and mixed loading are prohibited; discharge through random cleaning and replacement is not allowed. 4.4 The materials procurement department is responsible for checking the “three certificates” of the vehicles used for transporting hazardous chemicals (vehicle operation license, driver’s license, and escort’s permit) to ensure the safety of such transportation. 4.5 The material procurement department shall maintain detailed record books for the entities that purchase hazardous chemicals. 5. Waste Disposal and Treatment 5.1 Recyclable hazardous chemicals and their packaging materials that are waste are handed over to the Materials Procurement Department for recycling and treatment. Hazardous chemicals and their packaging materials that cannot be recycled are disposed of after the workshop submits an application and obtains approval from the Safety and Environment Department. Waste hazardous chemicals and their packaging materials that can be sold directly are handled by the Materials Procurement Department. 5.2 Workshops (including differentiation centers) shall not dispose of hazardous chemicals and their packaging arbitrarily, and must keep accurate records of the quantity, disposal route, and responsible persons for the discarded hazardous chemicals and their packaging. 6. Training and Drills 6.1 Each production workshop shall have its safety officer formulate an emergency response plan on a quarterly basis and organize its implementation. 6.2 The Safety and Environment Department organizes one large-scale (including peripheral areas) emergency drill annually. 7. Assessment 7.1: A fine of 10–100 yuan will be imposed on relevant units that fail to carry out strict management in accordance with the requirements of each of the above steps. 7.2 A fine of 200 yuan will be imposed for failing to conduct quarterly drill exercises according to the plan. 7.3 For assessment items related to environmental protection, the environmental protection management system shall be applied. 8. This system shall be interpreted and evaluated by the Department of Safety and Environmental Protection, and shall come into effect as of [date] in 2009. Appendix: List of hazardous chemicals: Ammonia, soda ash, glacial acetic acid, hydrochloric acid, CO, CO2, N2, V2O5, hydrogen peroxide, sulfur, caustic soda, formic acid, phosphoric acid, diesel, methanol, ethanol, formaldehyde, H2SO4, BaCl2, SO2, acetylene, nitrogen, mercury, silver sulfate, mercuric sulfate, silver nitrate, mercuric nitrate, kerosene, engine oil, propylene carbonate, ammonium carbonate additives. (II) Safety management system for hazardous chemicals in warehouses: 1. Purpose: This system is established to strengthen the management of the storage and handling of hazardous chemicals. 2. Inventory Entry 2.1 All hazardous chemicals entering the warehouse must be inspected to ensure they meet the requirements based on their physical and chemical properties, as well as the precautions specified in the safety data sheets; only after passing such inspections can they be stored or removed from the warehouse, and proper records must be kept. 2.2 The custodian must conduct thorough inspections of the hazardous chemicals under his/her responsibility; chemicals with poor packaging or damage, those whose product labels and markings are not clear, as well as gas cylinders that do not meet safety requirements or are leaking, shall not be allowed into the warehouse. 3. Storage 3.1 Determine the storage time and location of hazardous materials in a manner that suits production needs; materials with specific storage restrictions must be kept separately. These requirements apply to hazardous materials stored directly in workshops and differentiation centers. 3.2 For chemical substances that are prone to combustion, explosion, or the production of toxic gases when exposed to heat or moisture, measures such as insulation, cooling, or protection against moisture and rain should be taken. 3.3 Hazardous chemicals stored in the warehouse must be clearly labeled, stored in categories, and the area must be kept well-ventilated. 3.4 Warehouses storing hazardous chemicals should be well-ventilated ; It is also equipped with specialized personal protective equipment and fire-fighting gear. 3.5 Explosive and flammable hazardous chemicals warehouses must use explosion-proof electrical equipment, while other warehouses must comply with relevant requirements for safe electricity use. 3.6 Containers for storing corrosive substances must be carefully selected; oxidizing acids should not be stored together with flammable solids, self-igniting substances, or substances that catch fire when exposed to moisture. Acids must under no circumstances come into contact with cyanides. 3.7 Unrelated personnel are prohibited from entering the warehouse. Offices or rest rooms are not allowed to be set up in hazardous materials warehouses, and no one is permitted to stay there. Safety inspections are conducted on a weekly basis; after work is completed, the doors and windows must be closed and the power supply turned off before leaving. 4. Transportation 4.1 When loaders unload and load hazardous chemicals stored in the warehouse, warehouse managers should provide them with information on their physical and chemical properties. Loading and unloading can only take place after the loaders are aware of the hazards involved and have taken appropriate safety measures. 4.2 During handling, it is necessary to be gentle to prevent collisions, dragging, and spills of hazardous chemicals. 4.3 The storage and transportation of highly toxic chemicals must be carried out in such a way as to prevent loss, theft, or accidental dispatch; any abnormal situations detected must be reported to superior authorities without delay. 4.4 Direct contact with highly toxic substances is strictly prohibited. It is necessary to wear appropriate personal protective equipment; after completing work, one must change into clean work clothes and wash oneself before leaving the work area. Eating or drinking is not allowed in areas where toxic and harmful substances are present. 5. Shipping: When shipping, the warehouse staff must verify the name and quantity of the items being dispatched; misshipping or sending the wrong items is strictly prohibited.
