As the company grows larger and more workshops are established, in order to strengthen corporate responsibility, it was decided to implement local management. It seemed simple at first, but there are still some practical difficulties when it comes to assigning responsibilities; I would like to discuss these with everyone: 1. Regarding pipeline issues, there is a set of pipelines that run from Workshop A to Workshop C, passing through Workshop B. However, Workshop B doesn’t need these pipelines at all. So, who should be responsible for managing them? Our company yet has no departments dedicated to serving auxiliary workshops or handling such matters. If the maintenance work requires special operations, then who is responsible for obtaining the special operations permit? Who will coordinate? 2. The raw material workers are responsible for supplying raw materials to the two workshops, but some of the equipment is located within the respective areas of Workshop A and Workshop B. Whose responsibility is it then to manage these raw material workers? If they are placed under the management of Workshop A, how should liability be allocated in case the equipment in Workshop B is damaged due to improper use?
Regarding the first question: The department to which the pipeline belongs can prepare the work order (being responsible for the maintenance work), and the local department will provide its approval (to be aware that work is being carried out within its jurisdiction and to prevent harm to one another). Second question: Raw material workers can belong to no department; workshops A and B are responsible for the raw material equipment used in their own production.
If workshop pipelines and auxiliary facilities pass through other workshops, it is necessary to notify those workshops in advance to conduct a safety operation analysis before proceeding, and the work should only be carried out after obtaining their approval. It is the responsibility of the respective workshop.
