The company’s current new projects involve hazardous chemical processes. As required at the time, a company with Class A qualifications was hired to prepare the report during the design phase; so for the completion inspection now, is it also necessary to use a Class A institution to prepare the report?
No relevant laws and regulations were found; therefore, Class B evaluation agencies can also handle such projects.
Depending on the nature of your enterprise, Order No. 22 issued by the State Administration of Work Safety stipulates that the safety assessments for the following construction projects or enterprises must be carried out by safety assessment agencies with Class A qualifications: (1) Construction projects approved (authorized or registered) by the State Council and its investment authorities； (II) Construction projects across provinces, autonomous regions, and municipalities directly under the Central Government ； (III) Construction projects for the production of highly toxic chemicals ； (IV) Enterprises that produce highly toxic chemicals and other large-scale manufacturing enterprises. Order No. 45 of the State Administration of Work Safety stipulates: Article 10 In the following circumstances regarding a construction project, a safety assessment shall be conducted by a Class A safety assessment institution: (1) Those approved (authorized, registered) by the State Council and its investment authorities ； (II) Those producing highly toxic chemicals ； (III) Across provinces, autonomous regions, and municipalities directly under the Central Government ； (IV) As otherwise provided by laws, regulations, and rules.
