How is the paint thickness calculated?

In the anti-corrosion design of pipes and pipe racks, how is the paint thickness specified? How thick should the primer layer be, and how thick the topcoat layer? What is the thickness of the two bottom and two top layers in chlorosulfonated material?
We used to apply 0.3 mm per coat, without making a distinction between primer and topcoat. In actual construction, it’s impossible to strictly adhere to the specified thickness of the paint coating; it’s sufficient as long as every area is painted. In fact, the most important aspect of anti-corrosion treatment is rust removal, but this crucial step is currently being ignored
