I’m not sure about the context of the first sentence; could it mean close-open? Can the second sentence be translated as spraying, a method for lining construction?
The latch-open mode is equivalent to an emergency shutdown of the valve; a \"pin\" (which is, of course, a simple device) holds the valve disc in place, and when the force applied to this pin (such as oil pressure) is insufficient, the valve closes.
