The project to produce ethylene glycol from 200,000 tons of syngas at Shanxi Xiangkuang Hongtong Coal Chemical has been approved; Tai Chong has secured the contract for project management – was no general contracting contract awarded?

It seems that the various design institutes involved in this project have only signed design contracts, rather than EPC contracts.
According to the staff from Donghua Engineering Technology Co., Ltd., they undertake the general contracting work, and the technology used is the coal-based ethylene glycol technology developed by Ube Industries and the Kao Group in Japan.
In May 2013, the process package for Xiangkuang Hongtong’s 200,000 tons per year syngas-to-ethylene glycol project passed expert review. Located in Xiangyuan County, Changzhi City, Shanxi Province, this project has a total investment of around 2 billion yuan. It utilizes coal pulverization pressurized gasification technology as well as the syngas-to-ethylene glycol technology developed by Shanghai Pujing Chemical. The foundation was laid in June 2012, with commissioning scheduled for February 2015.
On August 5, 2013, it was learned that the 200,000 tons per year synthetic gas-based ethylene glycol production project at Xiangkuang Hongtong is in the process of designing systems for coal preparation, gasification, purification, and ethylene glycol synthesis. Contracts for equipment have been signed for the air separation and ethylene glycol synthesis systems, while construction is underway on the gasification unit, coal preparation system, and factory roads. The power island is expected to come online in October 2013, while the ethylene glycol project will be fully completed by the end of 2014. The projects for producing 200,000 tons per year of dimethyl carbonate and 100,000 tons per year of acrylic acid will be completed by the end of 2015.
Do those upstairs know how the provision of 200,000 tons of dimethyl carbonate is arranged? Does the production of ethylene glycol from syngas also go through methanol first?
The Xiangyuan ethylene glycol process is: syngas – DMO synthesis – DMO distillation – ethylene glycol synthesis – ethylene glycol distillation.
