There is a hydrogen buffer tank with a diameter of 4 meters, a length of 12 meters, and a volume of 170 m3. Its operating pressure is 4.5 kPa; the material used is carbon steel, and the temperature is at room temperature. Surely this buffer tank isn’t considered a pressure vessel, right? Because its maximum operating pressure is not 0.1 MPa. So when asking manufacturers to produce such products, there is no need to follow the standards and regulations applicable to pressure vessels; it is sufficient to adhere to JB/T4735-1997 \"Steel Welded Atmospheric Pressure Vessels\" and HG20584-1998 \"Technical Requirements for the Manufacturing of Steel Chemical Vessels\". Of course, it is also possible to manufacture them in accordance with pressure vessel standards, but this would result in higher production costs. Am I correct?
NB/T 47003.1-2009 Steel welded atmospheric pressure vessels has replaced JB/T4735-1997. Among them, the first reference document is GB150; I understand that there may be certain specific clauses that cite GB150. HG/T 20584 is a supplement and elaboration of GB150 (see Chapter 1, Scope of this standard); it is also a standard for pressure vessels. The working pressure is 4.5 kPa, which is much lower than 100 kPa; it should be designed, manufactured, and inspected in accordance with NB/T 47003.1-2009. Hydrogen is prone to leakage and is an explosive substance; attention should be paid to the inspection requirements for the sealing surfaces of pipe ends.
Generally, it is designed and manufactured as a pressure vessel at normal pressure; for key aspects, you can refer to certain requirements of GB150, such as the requirement for full penetration welding and flange sealing.

It’s for the caustic soda plant; the hydrogen main pipe has a pressure of around 4 kPa. After entering the hydrogen buffer tank, the hydrogen is supplied to the hydrogen water ring pump.
Hydrogen, on the other hand, is very dangerous; it has a wide explosive range and is lightweight. For the welding of tanks, there are specific requirements regarding materials and components. As for whether it constitutes a pressure vessel, please check according to the guidelines in Floor 1
