In the Texaco water-coal slurry gasification production process, is it possible for the burners used in the gasification process to suddenly lose their cooling water supply while the system is operating normally? Will the system shut down before that? As for the situation mentioned by the original poster, it can only indicate one thing: there are serious problems with the quality of the backup systems and the level of expertise in operating them at your company.
The accident water system represents the final barrier in the interlock protection system; if all the preceding assumptions are met, then the gasifier will shut down as part of the interlock mechanism. If there is no shutdown, it must be that there is a problem with your interlock tests! The preparatory work before feeding the material was insufficient!
