8 petroleum and petrochemical **laboratory projects have been approved, covering four fields: oil exploration and development, oil refining, modern coal chemical industry, and traditional chemical industry. □ Wei Wen. Entrusted by the **Development and Reform Commission, the China Petroleum and Chemical Industry Association recommended 24 **engineering laboratories (centers) to be established in four key areas of the petroleum and chemical industry to the **Development and Reform Commission. Recently, the approval for initiating 8 of these projects was granted by the **National Development and Reform Commission. On October 9, the **National Development and Reform Commission issued the notice for applying for the second batch of engineering research centers and engineering laboratory projects in 2007 (Document No. Fa Gai Ban Gao Ji 2513)**. The notice identifies the key areas of focus for the establishment of 31 **engineering research centers** and **engineering laboratories**; 14 of these are in the fields of resources, environment, and energy conservation and emission reduction, while 17 are in the field of biological industry development. The China Petroleum and Chemical Industry Association recommended 24 **engineering laboratories (centers)** in areas such as oil exploration and development, oil refining, modern coal chemical industry, and traditional chemical industry, of which 8 projects were approved. Methanol-to-Olefins ** Engineering Laboratory. Establish a research platform and an intermediate-scale testing facility for catalytic technologies in the production of olefins from methanol, carry out process simulation and optimization studies, investigate new technologies for olefin separation, new methods for raw material purification, as well as technologies for treating and reusing generated water, and develop a set of technologies at the international leading level to meet the major demands of China’s strategy to replace petroleum with coal. Coal indirect liquefaction **engineering laboratory. A test platform for coal indirect liquefaction catalysts, process simulation and optimization, development of key equipment, as well as development of coal liquefaction products and advanced processing technologies will be established. Research will be carried out on coal indirect liquefaction oil production technologies, product development and advanced processing techniques, integration and design technologies for oil, electricity, and chemicals co-production systems, as well as the development of key equipment such as coal indirect liquefaction catalysts and synthesis reactors, in order to provide technical support for China’s million-ton-scale demonstration projects for coal indirect liquefaction oil production. Engineering laboratory for direct coal liquefaction. Establishing test platforms for the development of direct coal liquefaction processes and platforms for catalyst engineering research, and carrying out research on key technologies such as slurry preparation during direct coal liquefaction, coal liquefaction reactions, separation and utilization of liquefaction residues, preparation of recycled solvents, upgrading of liquefied oil products, synthesis and continuous production of high-performance catalysts for direct coal liquefaction, as well as on core technical equipment such as direct coal liquefaction reactors and specialized pumps and valves, in order to provide technical support for China’s million-ton-scale demonstration projects for direct coal liquefaction. Engineering Laboratory for Industrial Water Conservation and Wastewater Recycling. It is necessary to establish experimental platforms for industrial circulating cooling water treatment, industrial wastewater treatment and reuse, dynamic simulation of boiler water treatment, and intelligent control of water treatment systems. Research should be conducted on water treatment chemicals, as well as on the manufacturing and engineering application technologies of key equipment. Standardization efforts should be carried out for important products and key technologies, in order to improve the efficiency of water use in industries that consume large amounts of water such as chemicals, petrochemicals, and steel, and to enable the recycling of industrial wastewater. Oil and gas pipeline transportation safety **Engineering Laboratory. Establish research and development platforms for core technologies such as process design, materials, welding, and anti-corrosion in oil and gas pipelines; carry out research and development in areas such as safety early warning, monitoring, crack detection, and leak detection for oil and gas pipelines; develop equipment for crack detection in pipelines as well as for automatic monitoring of geological disasters along pipeline routes, in order to meet the needs of building China’s natural gas and oil infrastructure networks and ensuring pipeline safety. Offshore Oil Exploration **Engineering Laboratory. Establish a research, development, and testing platform for high-precision offshore seismic technology and marine controlled-source electromagnetic exploration technology. Develop targeted, advanced, and practical geophysical data analysis and related application analysis techniques. Ultimately, create offshore oil and gas exploration equipment and technologies with independent intellectual property rights, so as to meet China’s needs in exploring complex offshore oil and gas reservoirs and developing deepwater oil and gas resources. Oil and gas drilling technology **engineering laboratory. Establish a full-process simulation test platform for drilling and completion technologies, drilling machinery and equipment, downhole measurement and control instruments, downhole pressure boosting, and downhole circulation. Conduct testing and verification of new oil and gas drilling technologies, products, and major equipment, as well as research and development of important technical standards, so as to meet China’s technical needs for efficient, safe, and clean oil and gas exploration under complex geological conditions. **Engineering Laboratory for Exploration and Development of Low-Permeability Oil and Gas Fields.** Establish test platforms for simulating downhole tools, evaluating flow in high-pressure pipelines, assessing fractures, monitoring fractures, and studying the sand-carrying performance of fracturing fluids within fractures. Conduct research on downhole operations and fracturing treatments in horizontal wells, carbon dioxide foam fracturing, dry sand fracturing using carbon dioxide, simulation and evaluation of foam fracturing fluids, evaluation of the properties of fluids such as foam drilling fluids, as well as experiments on the pattern of sand deposition in horizontal wellbores. These efforts aim to enhance China’s capability in developing proprietary technologies for the exploitation of low-permeability onshore oil and gas reservoirs.
