During the SIL calculation, it is done on a per-loop basis; once the SIL level of a particular loop is determined, and if it is established that the pneumatic on/off valves in that loop must meet SIL3 requirements, then all components of those valves, including solenoid valves, must also satisfy the SIL3 standards.
