On September 27, at the 2012 National Conference on New Technologies, Products, and Equipment for Environmental Protection and Clean Production in the petroleum and chemical industries held in Nanjing, the \"Catalog of Supporting Technologies for Environmental Protection and Clean Production in the Petroleum and Chemical Industries\" was released for the first time; 185 such supporting technologies will be promoted and applied across the industry. At the meeting, the China Petroleum and Chemical Industry Federation and the China Chemical Industry Environmental Protection Association awarded certificates to the key supporting technologies that were selected. Among the 185 supporting technologies identified in this Catalog, 60 are key supporting technologies. Supporting technologies include clean production technologies such as the pressurized coal gasification technology developed by China National Space Science and Technology Corporation, waste treatment technologies such as the advanced wastewater treatment and reuse technology using the full-membrane process developed by Beijing Sand Environment Engineering Co., Ltd., as well as comprehensive resource utilization technologies such as those for the recycling of oil-containing sludge from the Daqing Oil Field. Zhou Zhuye, vice president of the China Petroleum and Chemical Industry Federation, said at the conference that an imperfect support system for energy-saving and environmental protection technologies is one of the main problems faced by the petroleum and chemical industry under pressure related to resources and environmental protection. At present, although there are already a number of relatively mature new technologies for energy conservation, clean production, and the treatment of waste gases, waste liquids, and waste solids in this industry, overall their quantity is limited and their level is low, especially due to a lack of key common technologies. Such as treatment technologies for high-concentration, hard-to-degrade organic wastewater in fine chemical industries like pesticides and dyes, technologies for treating high-concentration ammonia nitrogen wastewater, saline wastewater, and coal chemical industry wastewater, as well as comprehensive treatment technologies suitable for chemical industrial parks. Zhou Zhuye emphasized that petrochemical enterprises, entities possessing environmental protection technologies, industry associations, and relevant government departments should work together to enhance the research, development, and dissemination of advanced and practical energy-saving and environmental protection technologies. Adopting clean production methods and developing a circular economy should be regarded as key strategies for adjusting the industrial structure and achieving industrial upgrading. Bi Junsheng, head of the Environmental Protection Department of the Energy Conservation and Comprehensive Utilization Division under the Ministry of Industry and Information Technology, believes that it is necessary to focus on technological progress as a key factor in improving the level of energy conservation and emission reduction in the petrochemical industry. First, targeting the key areas and weak links in energy conservation and emission reduction within the petrochemical industry, major technological innovations are promoted in a categorized manner according to the different stages of development of those technologies ; Second, strengthen the central role of enterprises in technological innovation ; Third, innovate the mechanism for translating technological achievements into practice, accelerating the conversion of scientific and technological results into productive forces. He revealed that the Ministry of Industry and Information Technology is selecting a range of technologies with clear intellectual property rights, significant demonstration effects, notable environmental benefits, and promising prospects for widespread adoption, with the aim of exploring the option of providing these technologies to enterprises for free by purchasing the rights to use them. At present, the mechanism for this technology dissemination model has been established, and the selection of relevant technologies is underway. More than 360 participants attended the event, coming from petroleum and chemical companies such as CNPC, Sinopec, CNOOC, Sinochem, and China National Chemical Corporation, as well as environmental protection technology firms, professional associations, and research institutions.
