That’s right; all that’s needed is to apply an anti-rust primer.

High-temperature steam pipes do not need to be painted, as there is certainly a moisture-retaining layer present. Moreover, ordinary paints simply won’t work when used on such pipes – they evaporate at high temperatures and thus fail to serve any purpose.
You’re referring to the viewpoint of the construction company – this approach can reduce construction work and save costs. But won’t high-temperature pipes corrode? Can high-temperature paint be used?
It’s definitely possible to use heat-resistant paint, and adding an insulating layer (there was a typo there, my apologies) can increase the service life of the pipes, though it does increase costs somewhat.
High-temperature steam pipes need to be coated with a high-temperature primer; an topcoat is not necessary.
