Use of epoxy resins

When is it appropriate to use epoxy resin mixed with a curing agent in a 1:1 ratio? Today I used epoxy resin to bond metal surfaces, but it didn’t develop strong adhesion after waiting for a long time. The instructions also don’t specify when it should be used; those who know the answer please reply.
What curing agent are you using? 1:1? Is the proportion that high? Curing takes time
