Heat transfer oil reboiler

Vertical reboiler, heat transfer oil as the heat source. Our unit is designed with low inlet and high outlet, forward heat exchange, and the hot oil control valve is located in front of the reboiler. Why, why? I think it should be high in and low out, with reverse heat transfer; the hot oil control valve should be placed after the reboiler for it to be correct. Please share your own insights. .
For high-temperature heat exchangers such as superheaters using heat transfer oil as the heat source, a co-current arrangement is intentionally adopted to prevent the highest temperatures of the hot and cold fluids from being at one end of the heat exchanger, which would otherwise cause the wall temperature there to become too high.
