Corrosion leakage at elbow

The elbow at the front of the steam trap in the current position is severely corroded and perforated； Operating conditions: Alternating exposure to steam, water, and brine; valves are provided at the lower end of the enamel tank for control. Why do holes keep forming at the elbow located in front of the drain valve? Thank you all here.
