Can engineers from the Chinese mainland apply individually to work at foreign petrochemical engineering companies?

The choices for a career are limited; it’s rare to have to work within the country Has the foreign engineer labor market been opened to China? Is it China itself that is restricting the flow of labor abroad? Are there any laws or agreements regarding qualification issues?
It should be possible; what’s valued abroad is ability, and if one has the ability, then it’s fine.
