Issues during the startup process of steam turbines

During the startup process of the turbine, the speed displayed is below 600 rpm; the turbine shuts down when the opening degree of the control valve exceeds 40%. What could be the cause of this? I hope experts can give me some advice! Observation: A review of the historical trends shows that at startup, the valve position rises from 0, 0.2, 3, 5 to 16.5, after which the steam valve is adjusted to close at 0. Additionally, the set rotation speed is 800 rpm, with the value increasing gradually from 0; however, the actual rotation speed exceeds this set value.
Did it occur during the single-unit turbine test? If we are considering the accuracy of speed measurement, then
During our individual tests, an opening degree of 6% along with a certain rotational speed was sufficient to achieve over 8000； Even with a load-induced opening of 40%, the speed can’t possibly be only 600!
This is one of the interlocks in your interlock logic; Hangzhou Steam Turbines are equipped with such interlock restrictions, which are triggered when the air intake volume is too low
Just clean the faulty throttle
What is the steam pressure, and how long will it take to return to normal operation?
Check your unit interlock logic to see if this item is present; also inspect the steam pipelines to identify any sections with restrictions. Our turbine operates at around 40% capacity when running under load under normal conditions. Check the status of your quick-shut valves as well.
The steam pressure and temperature parameters are all normal; how can this lead to a low intake volume? I have a question!
Can there be a discrepancy between the displayed valve position and the actual valve position of a quick-close valve? Thank you!

It returned to normal within 5 seconds, but the same phenomenon occurred when starting the vehicle again, though the vehicle did not shut down. If it is due to an incorrect throttle setting, the engine still operates at a stable speed, with fluctuations within 10 units at most.
