Recently, most areas in northern China have experienced historically rare low temperatures and snowfall, with temperatures in some regions reaching record lows. Faced with extreme weather conditions, chemical companies have taken proactive actions, implementing measures such as cold resistance, anti-freezing techniques, and special protection for their facilities to ensure the safe and stable operation of their production processes. For chemical plants equipped with insulation and heating systems, the extremely cold weather in Jilin Province, with temperatures dropping below minus 30 degrees Celsius, poses a severe challenge. Enterprises across the province have launched a full-scale campaign to prevent freezing and frost, withstand extreme cold, and ensure continuous operations, striving to strengthen the safeguards for safe production during winter. Jilin Petrochemical Company has increased the frequency of inspections at the dead corners and hard-to-reach areas in process pipelines containing water or having low freezing points, as well as in utility pipelines for water supply, steam supply, and heat tracing. Inspections are also carried out more frequently on safety devices such as flare lines, breather valves, vent valves, safety valves, and level gauges, in order to ensure the safe and stable operation of the facility. Jilin Longshan Chemical Plant provides special protection for its key equipment; it uses monitoring tools such as vibration detectors and temperature meters to keep a close eye on the operation of these units, ensures proper lubrication and maintenance, and stocks sufficient spare parts to guarantee the stable operation of the equipment in extremely cold weather. Jilin Fuel Ethanol Company has carried out training on job risk identification and emergency response procedures, in order to further clarify the key areas of focus and the appropriate measures to take for ensuring safe production during extreme weather conditions. Jilin Jinjiang Oil Chemical Plant implements the \"nine prevention\" measures of preventing freezing and condensation, slips and falls, electric shock, leaks, fires and explosions, poisoning and asphyxiation, static electricity, falls from heights, and traffic accidents, to ensure that all aspects of production and operation are under control. Recently, temperatures in northern Shaanxi have dropped below minus 20 degrees Celsius. Over the years, chemical companies have developed a comprehensive anti-freezing and insulation system, and with proper preparations and effective measures in place, their production and operations have not been affected. Yan’an Petrochemical Plant of Shaanxi Yanchang Petroleum has taken early action to equip equipment that is prone to freezing and solidifying with protective measures, stocked up on materials needed for winter insulation, and strengthened supervision and management. Three months before the onset of winter, Yulin Refinery improved its plans to prevent freezing and condensation in its equipment. It continued to make improvements and refinements based on the problems that occurred last year. At the same time, it ensured proper storage of crude oil, increased the volume of refined oil transported through pipelines, and reduced inventory levels. China Huaneng Yulin Natural Gas Chemical Company has assigned the task of preventing equipment freezing and maintaining insulation at the workshop, team, and individual levels; currently, the load on the production units remains around 80%. Steam is a necessary condition for various chemical productions. The recent extreme cold weather has exacerbated the problem of insufficient steam pressure from previous years, affecting the normal production of chemical enterprises in Liaoning. For example, a steam pressure of over 0.7 MPa is required to produce the popular 42% diaphragm caustic soda and 45% ion-exchange membrane caustic soda on the market, but the current steam pressure can only be maintained at 0.2 MPa, which does not ensure that the products meet the required standards. To this end, companies such as Shenyang Chemical Co., Ltd. have taken many measures; one of these is to strengthen the maintenance and insulation of pipelines, and to conduct thorough inspections for any leaks or losses of fluid ; Second, reduce steam consumption by phasing out products with outdated manufacturing processes and weak market competitiveness, and replace the drying systems for key products with electric heating. The lowest temperature in northern Xinjiang recently reached minus 42 degrees Celsius. The cadres of Xinjiang Tianye Plastic General Factory braved the severe cold to go to the railway section near Tianneng Power Plant, helping with the cleanup and emergency repairs of the railway to ensure smooth logistics. It is also understood that chemical enterprises in Inner Mongolia, Heilongjiang, Shanxi, Hebei and other regions have adopted anti-freezing measures to ensure production in line with their respective production characteristics, resulting in stable operational conditions.
