Why isn’t the return line of the cold ammonia pump connected to the liquid phase of the ammonia tank?

I would like to ask the experts: the cold ammonia pump is used to transfer liquid ammonia from the ammonia tank to the urea production unit; the return line of this pump leads back to the top of the ammonia tank. As a result, a large amount of liquid ammonia falls from the top and flashes, which increases the load on the small refrigeration machine. Why doesn’t the return line of the cold ammonia pump lead back to the liquid phase of the ammonia tank? In that case, less flashing occurs, and the load on the small refrigeration unit is reduced. Is it possible for the cold ammonia pump to return to the liquid phase? Why? (Of course, this is under the condition that the flow rate at the outlet of the cold ammonia pump is constant, and thus the return flow rate is also constant.)
