1. Categories of equipment accidents: An equipment accident occurs when the equipment stops operating or its efficiency is reduced due to abnormal damage, and the downtime and economic losses exceed the specified limits. Equipment accidents can cause varying degrees of economic losses to a company’s production, and may even put the lives of employees at risk. Therefore, it is necessary to take proactive preventive measures and conduct thorough safety assessments of existing equipment in order to prevent accidents. Article 32 of the Regulations on the Management of Equipment in State-owned Industrial and Transportation Enterprises stipulates that equipment accidents are classified into three categories: minor accidents, major accidents, and extremely serious accidents. The classification criteria for equipment accidents are determined by the various industrial and transportation departments under the State Council. Article 19, \"Equipment Failures and Accidents,\" of Regulation No. 43 (1988) issued by the former Mechanical Industry Commission, titled \"Regulations on the Management of Equipment in Mechanical Industry Enterprises,\" stipulates that an equipment failure occurs when a piece of equipment or its components lose their original precision and performance, are unable to operate properly, or experience a decline in their technical capabilities, resulting in production interruptions or economic losses. A equipment accident is defined as a situation in which downtime caused by equipment failure or the repair costs reach the specified amounts. (l) General accidents: Repair costs for ordinary equipment range from 500 to 10,000 yuan ; High-quality, large-sized, rare items, and key equipment in the machinery industry priced between 1,000 and 30,000 yuan ; A power outage affecting the entire plant for 10–30 minutes due to equipment failure is considered a minor accident. (2) Major accidents: The repair costs are generally over 10,000 yuan for ordinary equipment, and over 30,000 yuan for key equipment in the machinery industry as well as precision, large-scale, and rare equipment ; A major accident is defined as a power outage across the entire plant lasting more than 30 minutes due to equipment failure. (3) Catastrophic accident: An accident for which the repair costs exceed 500,000 yuan, or one that results in the suspension of entire factory operations for more than 2 days, or the suspension of workshop operations for more than 1 week, is considered a catastrophic accident. 2. Determination of the nature of equipment accidents Equipment accidents can be classified into the following 3 categories based on their nature of occurrence. (1) Faulty accidents: Those caused by human factors, such as violations of operating and maintenance procedures, leaving the work post without permission, overloading the equipment, unreasonable processing techniques, and poor maintenance, which result in equipment damage, shutdown, or reduced efficiency, are referred to as faulty accidents. (2) Quality accident: Any situation in which the equipment is damaged, ceases to operate, or experiences a reduction in performance due to reasons such as its original design, manufacturing, or installation is referred to as a quality accident. (3) Natural accidents: Any situation in which equipment is damaged, ceases to operate, or sees its performance reduced as a result of natural disasters is referred to as a natural accident. Different types of accidents require different handling methods. Natural accidents are relatively easy to determine, whereas liability accidents and quality-related accidents directly determine the economic responsibility that the party at fault must bear for the losses resulting from the accident. Therefore, a thorough analysis is necessary; if needed, the manufacturer should be involved to conduct a technical assessment of the faulty equipment in order to arrive at an accurate judgment. In general, equipment accidents that occur in enterprises are mostly liability accidents.
