Does steam design fall under the category of process design?
If steam is a raw material for production, it certainly falls under the category of process design. If steam is used merely as a utility, it depends on the situation. In some design institutes, there is a department dedicated to utilities, in which case process engineering is not considered; but if such a department does not exist, then it falls within the scope of process engineering design.
It can also be considered part of the process design.
Of course it’s part of the process design! Whether used as raw material or for utility purposes, the consumption of plant steam needs to be calculated by process engineers; the results must specify the amount of steam and its specifications at each point of use, as well as whether condensate will be reused and how it will be reused. After the process design is completed, the process engineering team submits the requirements for the interface points to the utility engineering team. Generally, the boundary between the inside and outside of the chemical plant serves as the dividing point; the areas outside this boundary (including boiler rooms, system pipelines, or integrated pipelines) are designed by the utility engineering team, while within this boundary, the process engineering team is responsible for carrying out PID and UID design, with the piping engineering team handling the actual piping work.
It’s best to find out, depending on the division of tasks in your workplace; I think in many cases it’s the utilities department that handles it
Agree with the view from the fourth floor. In my current American engineering company, the design of all utility systems, including steam, is handled by the process team. In my company, the division of tasks is very clear, with roles defined by specialty; it’s not like domestic design institutes, where in addition to process engineering, there is also a specialty in civil engineering.

It depends on the specific division of labor among various design institutes. But it seems that in domestic design institutes, the division of labor isn’t that detailed; generally, the process system specialists are responsible for it, while pipeline layout is handled by the pipeline specialists.
The part used in the equipment is designed from a process perspective, just like the design for refrigeration and cooling water. However, those in the utility building can be designed by utility personnel (in conjunction with the overall design).
