Pressure vessels not under jurisdiction

I am now designing a water testing tank with a pressure of 6.4 MPa. It will be made from No. 20 steel pipes with a diameter of φ325X12, and the medium used will be water. Are there any qualifications required for designing and manufacturing such a container, and is it necessary to have it inspected by the Technical Supervision Bureau? Thank you.
Water tanks do not require supervision or inspection. However, qualifications are still required for design and manufacturing. The design unit shall hold a certificate of approval as a pressure vessel design unit, and the manufacturing unit shall hold a pressure vessel manufacturing license.
Are there any regulations regarding the level of design and manufacturing units? Also, is there any basis for this?
It’s not listed in the regulations, so it’s not subject to inspection!
