The trade-off between CO2 and consumption

Our company’s production method involves using fixed-layer batch gas generators to produce semi-water gas. The company’s management has differing opinions regarding how to reduce CO2 emissions and coal consumption; please discuss how to make a decision in this regard :handshake
I believe the focus should be on reducing coal (lump coal) consumption. The reasons are as follows: 1. Reducing CO2 actually means reducing steam consumption; increasing the CO content and, after conversion, increasing the H2 content facilitates the synthesis reaction. However, reducing the steam input too much can easily cause scarring inside the furnace. 2. Within the factory, lump coal is used in larger quantities than bituminous coal, and its price is almost twice that of bituminous coal; therefore, it is more cost-effective to save lump coal rather than bituminous coal.
