It should be done before the hydrostatic test.

With a diameter of 4000 and a platform of 1800, it shouldn’t be very heavy, and since the weight is distributed evenly across the device itself, there should be no problem.
Why must the reinforcement ring be used as a connecting plate for the platform? ! In terms of the strengthening effect, a larger moment of inertia is achieved when connecting to the platform, which provides better reinforcement for the cylinder; however, when using the platform connection plates, it is necessary to check the strength of the fillet welds that connect the reinforcement ring to the cylinder (in fact, it’s not even necessary to do this, as there will be no problems anyway). It is recommended to perform double-sided continuous welding on the reinforcement ring
