Projects to be launched next year will need to pass the \"energy assessment\" requirement. On November 21st, a responsible official from the Department of Resource Conservation and Environmental Protection under the National Development and Reform Commission revealed at a symposium on the China Electric Machinery Initiative that regulations regarding energy assessment and review for fixed-asset investment projects will be introduced next year. A system similar to environmental impact assessments will be implemented for such projects, involving energy consumption evaluations. The official explained that energy consumption assessment should be a system similar to an environmental impact assessment, independent of the approval process for fixed-asset investment projects. At the same time, the evaluation and assessment of energy-saving target responsibilities for local governments and enterprises will be launched on a full scale, with the specific plans to be issued shortly. The establishment of this system not only helps to control the excessive growth in energy consumption – meaning that projects can only be launched once they reach a certain scale as required by the energy assessment process – but more importantly, by requiring projects below a certain scale to undergo registration through this energy assessment process, the relevant authorities are able to keep track of the energy usage of new projects. To this end, the Energy Research Institute of the National Development and Reform Commission has selected three industries, including the chemical industry, for benchmarking pilot projects. It is reported that next year, the National Development and Reform Commission will step up efforts to phase out outdated production capacity in 13 industries, including factories, metallurgy, and building materials, by formulating comprehensive plans to ensure good results.
