How does one operate low-temperature heat utilization for water heating in summer?

Recently, we went to the workshop to prepare to install heat exchangers before air cooling for heavy stones, aviation fuel, and tail oil, in order to heat and soften the water used for heating purposes. However, in summer we will have to switch back to air cooling again, as no suitable heat transfer medium can be found. Could everyone help analyze whether there is any appropriate method that would allow us to avoid switching back to air cooling during summer?
