II. Engineering survey, design, and construction firms can also form consortia to undertake the joint general contracting of engineering projects.   (II) Enterprises with qualifications in engineering survey, design, construction, and supervision are encouraged to establish organizational structures and project management systems suitable for project management activities, to recruit more professionals in project management, and to carry out such project management tasks within the scope of projects permitted by their respective qualification levels, in accordance with relevant qualification management regulations.
