According to the statistics from the recently completed 2006 annual reports of engineering survey and design firms, there are 14,264 such firms nationwide, an increase of 19 compared to 14,245 in the previous year. I. Qualification status of survey and design enterprises 1. There are 2,749 Class A enterprises, which represents 109% of the figure in 2005; compared to 2,520 enterprises in the previous year, this represents an increase of 229 enterprises. 2. There are 3,932 Class B enterprises, which is 102% of the figure in 2005; compared with 3,851 in the previous year, this represents an increase of 81. 3. There are 4,099 Class C enterprises, accounting for 96% of the figure in 2005; compared with 4,292 in the previous year, this represents a decrease of 193. 4. There are 226 Class D enterprises, a decrease of 73 compared to 299 in the previous year. In accordance with the relevant regulations of the Ministry of Construction, only Class D qualifications are retained in some remote provinces and regions; the number of enterprises at Class D is decreasing year by year, or they have been merged and upgraded to Class C. 5. There are 3,258 enterprises holding special certificates, which is 99% of the figure in 2005; compared with 3,283 the previous year, this represents a decrease of 25. From these changes, it can be seen that the overall number remains roughly the same; the numbers of enterprises at levels A and B, as well as those holding special certificates, remain relatively stable. Meanwhile, the numbers of enterprises at levels C and D are decreasing year by year, indicating that the quality of local enterprises is gradually improving, and they are moving toward a trend of fewer but higher-quality enterprises. II. Economic types of survey and design enterprises 1. There are 5,419 state-owned enterprises, accounting for 38.0% of the total number of enterprises. This represents a decrease of about 3 percentage points compared to 41.4% in the previous year, showing a downward trend year by year. 2. There are 541 collective economic enterprises, accounting for 3.8% of the total number of enterprises, a slight decrease compared to 4.4% in the previous year. 3. There are 8,304 enterprises of other types, accounting for 58.2% of the total number of enterprises; this represents an increase of 4 percentage points compared to 54.2% in the previous year. Among them, the number of private enterprises has increased rapidly, rising from 1,101 in 2005 to 1,374 this year, showing an upward trend year by year. III. Staffing in survey and design enterprises In 2006, the number of employees in the survey and design industry at the end of the year was 1.1207 million, which represented 104% of the figure in 2005. Compared with 1.0778 million in the previous year, this represented an increase of 42,900 people. The development of the workforce in the engineering survey and design industry over the past 10 years is shown in Figure 5. In 2006, there were 852,300 professionals in the field of survey and design, accounting for 76% of the total number of employees at the end of that year. Among them, 240,900 had senior professional titles, while 321,400 had intermediate professional titles. In 2006, a total of 115,464 individuals obtained registered professional qualifications in the survey, design, and consulting industry, accounting for approximately 10.3% of the total number of workers in this sector. This figure represents an increase of 12,843 people compared to the previous year’s 102,621, resulting in a growth rate of 13%. Among them, there were 33,751 visits by registered architects of grades 1 and 2, which is roughly the same as the 33,658 visits in the previous year ; There were 37,254 registered engineers (including structural engineers, civil engineers, chemical engineers, electrical engineers, mechanical engineers, etc.), which represents 111% of the figure in 2005; compared with 33,666 in the previous year, this represents an increase of 3,588 ; 2,396 persons registered as urban planners, representing 130% of the figure in 2005; this represents an increase of 549 persons compared to 1,847 registrations in the previous year, indicating a continued strong upward trend. IV. Business Completion Status The total contract value for engineering surveys completed amounted to 23.547 billion yuan, representing 113% of the figure from the previous year. The total contract value for completed engineering projects amounted to 118.76 billion yuan, representing 122% of the previous year’s figure. According to statistics, the investment amount incurred for the completion of construction drawings was 3,512.483 billion yuan, representing 125% of the figure from the previous year. The floor area completed based on these construction drawings was 2.694 billion square meters, which is 164% of the previous year’s figure, indicating significant growth. The total contract value for engineering technology management services amounted to 20.602 billion yuan, of which the contract value for engineering consulting was 6.038 billion yuan, representing 127% of the figure from the previous year. The total contract value for engineering contracts completed amounted to 175.059 billion yuan, which is 179% of the 97.594 billion yuan recorded in the previous year. The contract value for engineering contracting exceeded that for survey and design for the first time, showing a rapid growth trend. The total contract value for undertaking overseas projects amounted to 9.528 billion yuan, nearly doubling compared to 4.968 billion yuan in the previous year; of this amount, 1.659 billion yuan was spent on project survey and design work. V. Financial Situation In 2006, the total annual revenue of national engineering survey and design companies amounted to 371.442 billion yuan, representing 125% of the figure from the previous year. Domestic revenue amounted to 359.866 billion yuan, accounting for 96.9% of the total operating income. Of this amount, revenue from project contracting was 180.694 billion yuan, representing 50.2% of the domestic revenue; this figure represents a 34% increase compared to 134.94 billion yuan in the previous year. Overseas revenue amounted to 11.576 billion yuan, showing significant growth compared to 6.129 billion yuan in 2005; however, it accounted for only 3.1% of the total operating income, indicating that domestic survey and design companies still need to improve their ability to enter international markets. The total annual profit amounted to 29.103 billion yuan, representing a 35% increase compared to the 21.636 billion yuan in the previous year ; Income tax payable was 6.412 billion yuan, representing a 32% increase compared to 4.864 billion yuan in the previous year ; The average operating revenue per person was 331,400 yuan, representing a 20% increase compared to 275,800 yuan in the previous year ; The total assets for the whole year amounted to 421.853 billion yuan, representing a 25% increase compared to 338.707 billion yuan in the previous year. VI. Status of scientific and technological activities In 2006, the total expenditure on scientific and technological activities was 10.179 billion yuan, representing 152% of the amount spent in 2005; compared with 6.694 billion yuan in the previous year, this figure represented an increase of 3.485 billion yuan ; The companies hold a total of 9,275 patents, which is 144% of the figure in 2005. Compared to 6,419 patents in the previous year, this represents an increase of 2,856 patents. This shows that domestic survey and design companies have increased their investment in technological innovation and progress in order to enhance their core competitiveness, and they have achieved certain results as a result. In summary, in 2006 the national engineering survey and design industry continued to expand, its workforce grew further, the strength of enterprises and their investment in technological activities increased significantly, and **all survey and design tasks were completed. Key metrics such as annual revenue, profit, income tax payable, revenue per employee, and the performance of various business areas all saw significant improvements, ensuring steady development in the industry and yielding excellent economic results. As is customary, we compile a list of the top 100 companies in China’s engineering survey and design industry based on the data submitted by these firms, using computer-based sorting methods to determine their annual revenue for 2006.
