I’m a beginner. As the client, what issues should be paid attention to regarding pipeline construction, and what is the main scope of supervision? I earnestly ask for the help of experts; thanks in advance
Quality, schedule, cost; piping materials (provided by the client? Provided by B? ), welding, embedment depth, corrosion protection, pressure testing, etc.
Pay attention to the welding materials and the appearance of welds on various medium pipelines; focus on the qualification rate of flaw detection; for more complex projects, it is necessary to be familiar with the process flow to ensure that the materials used for pipes and fittings during on-site construction are appropriate, as well as to oversee the control processes during purging and pressure testing; after the main structure is completed, carry out final tasks such as completing the installation of pipe supports.
I think as the client, the most important things are to control quality and schedule. However, these two aspects are contradictory: if you focus on controlling quality, it may affect the schedule.
First, it is necessary to check whether the pipeline construction process is in line with the design requirements; second, to ensure that the correct materials have been used; and finally, to assess the quality of pipeline construction, including whether the welds, supports, pipe hangers, and fittings are installed correctly.
Following the drawings during construction is the supervisor’s responsibility; you don’t need to get involved in that. Your main task is to review the drawings to identify any major errors, and find ways to correct them as early as possible before construction begins. Also, make it clear to the construction team that if there are obvious errors in the drawings and they still proceed with construction according to those drawings, and then demand payment for redoing the work, sorry – assign someone else to do it! This should be clearly stated in the contract; it’s also fine to explain it in advance if it’s not written down. As the client, one must act like a boss at this point, keeping the construction team firmly under control and telling anyone who acts foolish to back off. At this stage, the most important thing is to deal with the design institute; the main issues involve making changes and determining responsibility in case of rework, which can be quite troublesome. In short, the main task at this stage is to prevent the errors on the drawings from becoming a reality, as that represents the greatest waste of time.
Try to go to the construction site and take a look; learning more can help resolve many problems and also help identify potential hazards in the construction process
Party A must at least oversee the procurement process and sign off on it
It mainly includes inspection of materials upon arrival, inspection of welding work (including verification of welder qualifications and random sampling of welded parts), final tasks, pressurization, purging or flushing, airtightness testing, and so on. As well as the calibration, installation, and commissioning of valve instruments.
