Issues regarding the heat treatment of stainless steel cladding

The base material is SA-387 GR11 CL2; the surfacing layer is 309L. Is the sensitization issue taken into account during stress-relief heat treatment? If necessary, how should it be controlled?
According to what others have told me, the sequence for surfacing should be to first apply a transition layer, then carry out heat treatment, and finally machine the surfaced layer. So there is no sensitization issue in this case.
The sensitization issue should be considered; water cooling can generally be used. But heat treatment is generally not required.
